    Former JTC Corporation group chief financial officer Andrew Kuan collected on Wednesday the application forms for the Certificate of Eligibility to stand as a candidate in the upcoming Presidential Election.

    His decision to apply for eligibility for the second time comes after his failed attempt to stand as a candidate in the 2005 contest.

    Kuan — who arrived at the Elections Department at 10.45am — told reporters that he plans to highlight two points to the Presidential Elections Committee in the hope that they would grant him the eligibility certificate this time around.

    Now running his own business consultancy, he pointed to a clause in the JTC Act outlining the duties of a CFO — a position he held from June 2001 to July 2004 — which would qualify him under one of the eligibility criteria.

    The Act stated that the CFO will "prepare the financial statements in respect of each preceding financial year and submit them to the Corporation's auditor who shall audit and report on them to the Minister and the President".

    The presidential hopeful added that he will also submit a copy of JTC's appraisal of his work from April 2003 to March 2004, which he claimed "exceeded expectations" in his work performance.

    In addition, Kuan will also be applying under a clause which states that applicants must hold a "comparable position of seniority and responsibility in any other organisation or department of equivalent size or complexity in the public or private sector".

    This however, is subject to the approval of the presidential committee.

    Back in 2005, he was unsuccessful in his bid after the committee did not issue him an eligibility certificate because the seniority and responsibility of his JTC position did not match the eligibility criteria stated in the Constitution.

    At that time, JTC also held a press conference to say that Kuan — a former People's Action Party (PAP) member — was asked to leave the statutory board because his performance was not satisfactory.

    In the recent May 7 general election (GE), Kuan had announced his intention to contest in the single-member ward of Joo Chiat, but he pulled out to avoid a three-cornered fight between the Workers' Party (WP) and the PAP.

    His announcement to run as a possible candidate comes after four other hopefuls voiced similar intentions.

    They are former deputy prime minister Dr Tony Tan; former NTUC Income chief Tan Kin Lian; Dr Tan Cheng Bock and former civil service high-flier Tan Jee Say.

    While the first three have already submitted their application forms, Tan Jee Say has yet to do so.

    The presidential election must be held by 31 August. Application for the certificate of eligibility will be closed on the third day after the Writ of Election is issued.

        If Andrew Kuan joins the fray for the PE, it pretty much sums up that all is not going well for Tony Tan and Tan Cheng Bok. When the signs are showing that Tony Tan and even Tan Cheng Bok not making much headway into the PE, the establishment gotta do sumthin desperate real fast. This is where Andrew Kuan comes in.

        You see, to disqualify Tan Kin Lian and Tan Jee Say, the establishment cannot do it right out of the blue. With Andrew Kuan in the picture, they can tell all sumthin like this - "You see, Tan Kin Lian and/or Tan Jee Say is/are not the only ones we disqualified". Of course everyone will know Andrew Kuan will be disqualified again. Even Andrew Kuan himself will know he will be disqualified, else how will this part-time unemployed chap have the funding to do this kind of time-wasting activities? And for obvious reason, he knows he will not need to prepare in details any manifesto for PE since he is not in the game to be the President. He is, u might say, the LUMP CARD to deny Tan Kin Lian and Tan Jee Say.

        So please go interview deep deep Andrew Kuan and his 'wife' and you will get the story of the
        Century that shook Singapore's history.

        Why at every turn of political event, this Andrew Kuan showed up? He should know he has zero chance, yet he showed up. So its most definitely he is not there to win election but to help excuse the unwanted people out of competition.

      This ANDREW KWAN, is here to create confusion.His past attempts to join in the President and General election and the Withdrawing from GE makes me suspect that he is just a pawn of somebody's manipulation.
      Suspect that a) he is to split votes among those indecisive voters
      b)as a consequence, losing the 48 k deposit is paid by ???; doesn't matter.
      Common sense will tell you that he stands NO chance against the bigwigs;why does he want to risk his 48k deposit ? Never mind, its somebody's contribution for a purpose.

        At least, Kuan was the first and only EP challenger six years ago.

        What were TKL, TCB and TJS doing then? Kuan was smeared and hammered out of shape by ruling party's smearing campaign before being made ineligible

        This time, many unhappy voices go against the ruling party, TKL, TCB and TJS jump into the picture b'cos of ground sentiments.

        Kuan was right, not to join in three-cornered fight in Joo Chiat SMC when WP had staged claim on it. Look how Desmond Lim of SDA suffered in three-cornered fight - lost his deposit.

        Kuan deserves a second chance for being the only brave challenger stood up against SR Nathan six years ago.

      You are an unknown.
      We don't know your plans.
      Why you never highlight the same clause last time after they rejected you?
      You don't seem keen enough for this contest.
      You didn't do any ground work earlier.
      You are not firm enough.

      A good president must have the experience and ability in administering and managing financial affairs to effectively discharge the duties and responsibilities of the office of the President.
      That candidate should be persuaded to come forward and serve Singaporeans by his/her fellow Singaporeans. He also must have a grace and sincer look as a president, a good actor is not necessary to be handsome or even gorgeous, but sad and sorry to say, Andrew Kuan just does not have the "PRESIDENT" look..

      Andrew Kwan is just a clown in the coming EP election arena.
      He knows dame well that he has no chance to get the certificate of eligibility and so he has nothing to lose !
      So collecting forms for Presidential candidacy is just a publicity stunt to have an opportunity to appear briefly on TV & newspapers for 1 mins fame !
      Don't forget that he also pulled the same publicity stunt in the recent GE when he first announced his intention to stand until he withdrew at the last minute.
      So Andrew Kwan has proven once again that "A CLOWN IS ALWAYS A CLOWN"

      Who is going to vote Andrew Closed (Kuan)? Few only. He will lose his deposit.

      In the recent May 7 general election (GE), Kuan had pulled out to avoid a three-cornered fight in Joo Chiat SMC or else he alos lose his $16,000 deposit. I was then prepared not to vote him at Joo Chiat SMC. He was far from the other 2 candidates.

      Kuan is a hot-air balloon.
