Most Pulau Ubin residents must pay rent of less than $120 monthly

Pulau Ubin residents can stay where they are provided they pay the monthly fee for use of state land, according to government agencies.

In a joint statement, the Singapore Land Authority (SLA) and Housing and Development Board (HDB) explained that residents must pay a Temporary Occupation Licence (TOL) fee, which is based on “the gross area and land area occupied” by the residents.

The fee will be phased in over five years so that for the first year residents will only have to pay “between $6 per month and $35 per month, with 90 per cent paying less than $20 per month”, they said.

From the sixth year onwards, “TOL fees will range between $31 and $205 per month, with 90 per cent paying less than $120 per month”, they added.

Meanwhile, SLA and HDB apologised “for the anxiety caused to the residents” by the notice of census survey dated 12 March 2013 that stirred fears that the residents were being evicted.

They said the document “could have been more carefully worded and the language updated”. They also explained that the development of an "adventure park on Pulau Ubin” was made in “reference to the past planning intent originally described in 1993”.

Since 1993, residents have been regarded as living on state land, but some are eligible” for “resettlement benefits” comprising of “monetary payments and priority for HDB flats”.

However, not all residents have been claiming the benefits, and the census survey happening between 3 April to June of this year was being carried out as an “exercise to regularise” this.

This exercise has already been explained to the residents who were also informed that they will not be evicted, the agencies said.

SLA and HDB reiterated that “the planning intention is to keep Pulau Ubin in its rustic state for as a long as possible” to serve as an “outdoor playground for Singaporeans”.
