    S’poreans mull issues accompanying rise of problem gambling

    Are the social problems caused by gambling inevitable?

    Can problem gambling be controlled by stricter regulations?

    What else can the government do to curb the steady rise of problem gambling in Singapore?

    These were some questions asked by Yahoo! Singapore users after a commentary suggested that the government's policy to develop the two casinos could be a "failed" one, from a citizen-centric point of view.

    While many blamed the government for the accumulating unhappiness among Singaporeans since the opening of the two integrated resorts last year, there was also a cluster that felt that it could not be avoided.

    Yahoo! reader 'Desmond' found it ludicrous that people are actually complaining about the casinos' presence since it is one's own choice whether to enter or not.

    "It's merely a supply for the greed demand; people are lazy and are simply greedy, and everyone knows that greed is self, no one has the right to tell you what to do; you simply walked in and gamble, is it the government's fault for putting it there?" he questioned.

    "No one ask(ed) you to gamble," agreed another Yahoo! user 'Rumour'. "You have only yourself to blame if you don't have self control. People will still visit Genting or the gambling ship even (without) the 2 casinos open here."

    A reader called 'V' added that "gambling is a personal decision made by the weak".

    "If you are dumb enough to gamble, you also fully deserved the consequences if you either win or lose," he said. "Gambling is for the people who can afford to lose, not the average person… If you don't know if you can control yourself, don't go gambling. It is so simple!"

    However, many also recognised that "responsible gambling" is not as simplified as it seems.

    Explained 'Sawadi88', "It is obvious the poor/lower income is trying hard to strive out to get rich or strike a little jackpot to pay their bills (because) they have no other way out."

    "Gambling addiction is not controllable once you get hooked, don't even try to convince me otherwise," said another user, 'Bong'. "I have seen enough broken families due to compulsive gambling."

    Added reader 'Chow Chow', who have also seen well-educated friends fall into the lure of the cards, "The casino really made Singapore rich, however, it made Singaporeans poorer."

    "Post-casino Singapore has seen a rise in suicides, loan sharking activities, bankruptcies, and tragedies… Of course, responsible gambling is always the best solution, but how many people can do that?"

    On Thursday, the Ministry of Community Development, Youth and Sports (MCYS) said it is prepared to strengthen social safeguards to protect Singaporeans from problem gambling.

    Among other measures, the MCYS intends to expand its list of third-party casino exclusion orders to cover more groups of Singaporeans who are receiving financial assistance, beyond those who are bankrupt and on public assistance allowance.

    The ministry's statement comes on the back of a 2011 survey conducted by the National Council on Problem Gambling (NCPG) which highlighted a worrying trend of heavy gambling among low-income Singapore residents.

    This group, made up of Singaporeans and PRs who earn a monthly income of less than S$2,000, bet an average of more than S$1,000 a month.

    The figure has also increased from 0.8 per cent of those surveyed in 2008 to 2 per cent last year.

    The survey on participation in gambling activities among Singapore residents also raised emerging concerns including frequent gamblers, and poorer self-control among online, horse racing and casino gamblers.

    The findings also revealed that the overall probable pathological and problem gambling (PPG) rates for Singapore residents has not changed significantly over the years.

    In fact, the proportion of gamblers dropped from 54 per cent in 2008 to 47 per cent last year.

    Highlighting several focal areas for NCPG after the latest survey, chairman Lim Hock San said "We must continue to help problem gamblers overcome their problem."

    "While we continue to educate the public on the dangers of problem gambling, we must also ensure that there are adequate services in the community to help those who are addicted to gambling."

      May I suggest to implement with immediate effect that "CPF will be allowed to use as investment chips in 2 singapore casinos", if the punter win, will take the excess,return the investment chips to CPF, if lose, then CPF transfer money to casinos, and hence taxes from casino will increase, govt tax revenue will increase :) so PAP happy already? smile like f*** already? and then one VERY BIG SHOT quickly came in and said "what the f***, CPF is MY MONEY, not citizens' money, didnt you read the CPF policy, it is implemented gradually but steadily increase of retirement age, such that statistically, maximum (**) percentage of CPF owner will get to withdraw 50% of all their CPF before they die, so the CPF figures will continue to pass on to his/her next-of-kin and again, will have to wait continuously tincreill the constantly revising upward retirement age to withdraw a small portion of the lump sum, so using my CAMBRIDGE or HARVARD maths skills (while saying this, this very big shot was thinking WHY ON EARTH not getting NOBEL math prize....oic, because there is NO NOBEL MATH PRIZE), i gather that at least (**) percentage of the total CPF sum will be forever under the firm grip of my BOTH HANDS, YES, in MY BOTH HANDS, because EVEN WP in power in GE2016, the constitution bar them from touching past reserve accumulated from previous political party... there is no independent audit on all Sovereign wealth fund, I, only I know where and everything inside out of all the citizens' money....hehehehhe...smug alec

      Gambling is a person choice, however it does not totally deny responsibility for those who built casinos here to make it more easily accessible to the people.

        I totally agreed with you! this writer might be some who is related to casino or even the govt who agreed to open this casino. Trying to divert the responsibility to individual. They might think twice to spare the time to go M'sia Genting, now they don't even nid to hesitate any more... whose fault?

        Casinos are always built because of the huge potential profit. Casinos and those who operate them and/or legalise them don't care at all about the conseqences of the gambling as long as they earn a profit.

      I remember reading an FB status of someone which sums up how I feel about the casinos...

      "In times of yore, Casinos were built by cities with no other prospects. Desert cities like Las Vegas and Reno, cities in long decline like Atlantic City, small principalities like Monaco and Macau, and Native Indian reservations in the US. In building casinos in Singapore, our brilliant leadership has signalled to the world and the citizens that under their great leadership, Singapore, a thriving port when they gained power, joins the ranks of these cities without hope controlled by the mafia and triads. Symbolism and metaphor are lost on the engineers who run this town but it is disturbing that the most prominent landmark in Singapore resembles three ancestral tablets (whose I wonder) on top of a gambling den, topped by a Noah's Ark for seats reserved for only the 1000 most highly paid citizens and their benchmarked guardians in government, to take off to escape to another place if the land below starts to sink! I find it jars and disturbs my psyche to see it everyday of my life. A landmark like the Petronas Twin Tours soars into the sky and sparkles, giving pride and hope to the the millions of Malaysians who see it everyday. Sigh."

        Since it is “personal responsibility", so does it meant that is it fine for Principal Lee LH to be involved in online sex?

        Just like a friend of mine, his wife divorce with his husband and change her religion to Christian, look more holy when praying. She has taken it for granted for their personal needs and continue to have new boy friends. Leave the kids with mother-in-laws for week and tell lies to kids that they are busy with works but in actual case they are having good times with new boy friends. She has also created two more fathers (Uncle Sam, John…) for the kids; Worst case is mother-in-law also support it, the mother-in-law quote that if they can not get along then separate and take GOD as their reference to support on what they quote. Do you think this also call "personal responsibility"? The kids will eventually learn for their so call “role model” and follow their parent behaviour, and not knowing that this is against Bible teaching on "relationship". God want us to keep our marriage vow and not helping him to spread "un-ethical" relationship.

        In today society, we are sad to say that moral value is getting worst generation follow by generation. Who fault? “Personal responsibility” and not government faults.This is not what Lord Jesus wants also but yet a lot of people misuse Lord Jesus Christ or GOD name to cover their ass. They thought they can get away from it but chances or answer are “NO”. Ultimately who is suffering, the answer is very clear. What we want to said is "moral value" for the society and not it is your choice; the country not only must be cleans but must also have the strong “Moral value” to support the country development.

        What we want to said is "ethics" meant purely "ethics", it does not meant that I did not ask you to do it. It is you who make you own decision. Lately, we have more and more scholarship holder involved in sex scandals. Do we ever ask why this happen?

      Would the argument work the same if we replace casino with drug?
      Let the drugs be reserved for non Singaporeans and the government can collect heavy taxes on the use or abuse of drugs?

      Yes, gambling is indeed a personal choice just like consuming alcohol, drugs, smoking, or whatever. But what many of us really don't quite understand is that on one hand govt gives out license to establish not one but two casinos when Singaporeans can always go to Genting Highlands or any of the cruise ships where there are casinos to gamble. On the other hand, they also establish the National Council on Problem Gambling to tackle hard-core gamblers who come from low-income families. Isn't this a national contradiction of some kind?

      Since the govt built these casinos, i hope they can also ensure that citizens are not affected, they cant just shirk responsibilities. It's true that citizens have to watch themselves but govt has a greater responsibility because they created this.

      Govt, please have a heart. Think about the families, young kids, married couples, old folks and everyone else living here. Surely you do care about us?
      Increase the levy, impose more bans and restrictions, whatever it takes to curb as many locals' gambling habits as possible.

      why no one blame TOTO, 4D, BIG SWEEP? All claimed BIG winners are mysterious, nobody knows who they are all these years. Pretext is for the safety of the winners, and the repeat promotion using ALL state-owned social media announcing the anonymous BIG winners to lure even more Singapore citizens into punting. Almost all Singapore Pools retails outlet are very near to POSB ATM machines, community centres, and shopping malls, WHY?? WHY promote gambling to such extent to help PAP earn NON PRODUCTIVE DIRTY money?

      If the government wants to better understand why our low income citizens spend proportionally more of earnings on gambling, up to 50% of their low income, it is really not very hard. Just walk a mile or two in their shoes. Come down from your ivory tower and imagine youself taking home S$850, S$1200 or even S$1500 after CPF deduction. And you have a family to take care of. Children's education, household expenses, medical expenses for the whole family, contingency expenses etc etc etc.This burden can be suffocating to near death in Singapore for many low income families. Many are just living their lives daily from hands to mouths only. One wonders how much our millionaire ministers really understand? And I mean REALLY UNDERSTAND, not just lip service or think that they understand. If they do not try their luck at gambling, what hope is there for them. The government's help in the form of WIS, GST cash voucher of S$250, although limited, is welcomed, but they must not be over exaggerated to win political points. After all, men do not live by bread alone. Men need hope. Gambling for many of them, although remote, is still a distant hope. ,

      Despite the wayang debates in the Parliament and the public forums, PAP went ahead to build the 2 casinoes and the 3rd is on the drawing board.

      To all who thinks that gambling is a personal choice - would you agree to have a licensed opium den in your neighbourhood? Surely, to consume opium or not, is also a personal choice.
      In the meantime we should also repeal laws about wearing of seat belts when driving or helmets when riding motorcycles - they are also personal choices relating to the risks we are willing to take.
