    A food poisoning outbreak last month that hit 10 pre-schools has been traced to a bacterium called Salmonella Enteritidis.

    Investigations by the Ministry of Health (MOH) and National Environment Agency (NEA) concluded that the bacteria was found in the seafood marinara pasta supplied by caterer Mum's Kitchen to the pre-schools for lunch on 10 May.

    Mum's Kitchen was the caterer for eight of Pat's Schoolhouse preschools, The Children's Place at Kay Siang Road and Learning Vision at Raffles place, where over 270 people were affected.

    Investigations revealed that there may have been cross-contamination of pasta with raw food during preparation at the caterer's premises.

    A Health Ministry statement said that interviews with the food handlers employed by the caterer indicated that the same trays were used to hold raw and cooked foods.

    This may be a possible cause of cross-contamination, if the trays were not cleaned properly and as meat, seafood and poultry were also being prepared in the same area, it increased the risk of cross-contamination.

    NEA told Yahoo! Singapore that "the caterer's license was suspended in the interest of public safety given the seriousness of the incident".

    Due to the severity of the incident, the caterer will be charged in court for selling food unfit for human consumption under the Sale of Food Act Section 15.

    If convicted, the caterer will face a fine of up to S$5,000. This is on top of the S$300 fine and 4 demerit points that was slapped on Mum's Kitchen earlier.

    The suspension will run until the caterer complies with the conditions by NEA. Subsequently, Mum's Kitchen will be subjected to frequent and stringent checks when they start operations to ensure the new measures are implemented effectively.

    To reduce the recurrence of similar incidences in future, NEA will also step up its engagement with caterers. It will issue advisories on best practices in food safety management, food storage, preparation and serving.

    The advisories will stress the importance of separating the storage and preparation of raw and cooked food, the use of different sets of utensils when handling raw and cooked food, and the need for food handlers to wash their hands thoroughly after handling raw food.

    NEA will also step up engagement with consumers. From next month, NEA will publish the food hygiene track records of all caterers on its website to allow the public to make better informed choices when purchasing catered meals.

    They will also be advising childcare centre operators on good hygiene practices when handling and consuming catered food.

      No small matter when it affect the young and the old. Hope the children are well. As for the fines and verdict, what is new in SG Govt bodies? Always reactive. How many fatal cases will bring innovative ideas? Geylang Serai, SFI now Mum's kitchen...

      I'm in the manufacturing trade for the take away packaging container ( Disposable plastic container) We are ISO 9001 2008 certified and it's MADE IN SINGAPORE

      I'm sadden, whenever approach a catering Co/Kitchen or a ditributor for packaging product, their emphasis was cheapest possible for whatever packaging need, there seem no registration body to undertake certification for such need (Material used certified safe for food pakaging)

      These packaging products are normally imported from third world country to maximize profit in the expense of naive comsumer (taxpayer) and the products are not certified nor brand nor made (Country of Origin) Consumers/taxpayers are taxes hefty for GST yet non Gov. assurance to safe guard million of it citizen being exploited (Non certified raw material used for manufacturing of packaging products post health problem in long term usage)

      What's NEA , AVA ??? who's accountability, moreover the health/medi cost is first world.

        Fully agreed on the sentiment of Catering/Central Kitchen of major big corporation is using a 3rd or 4th class packaging all for only the cost reason. Talked to AVA before, they said they leave it to the market player to decide.

        Sibei2lanz, I understand your disappointment. You see our NEA, and AVA classify themselves as first world but when such things happen the fault lies in the caterer as they do not control ground operations of those caterers.
        Their classifications is only for justification on higher salary and bonuses to the officers concerned.

        i had in 'a few' occasions question AVA's handling of food safety issue even in the recent taiwan DEHP in food. but each time they either side track or simply refuse to answer the question positively. n yes leave it to self regulate. actually i hv no issue abt self regulations but severe penalty should be in place but sorry, nope. im not sure if its bcos too many royalist or cronies r involved in the industry that AVA refuse to get 'involve'..!!!

      I've known of a friend that works for a well known childcare centre as a cook and mentioned the bread and food they used were of very near to expiry date. And I feel these are areas which NEA should look into, as they are serve to toddlers and children. And they are mid to high range childcare centres......I feel they are interested in the profit of their business on the expense of the children.....so sad.

        and to add, the fee for the centres aren't even that affordable in the first place. But they are served just mere bread/buns which cost less than $2 for a whole loaf shared by what, 10 kids? So sad. My kid, then 2, used to run home and said, "hungry". And I had to pay close to $1k every month for her full-day program. gee....

        my children are also in a full-day programme at a childcare centre but so far so good - they serve breakfast and lunch with snacks in between, and they have a cook in the centre itself. they also post the weekly menu on the parents' board for us to have a look. they rarely outsource the food unless the kids attend an external camp/ workshop and then it's up to the vendor to cater the food.

      Just $3000 fine !!!! such light sentence! should impost heavier fine for putting so many people especially children in hospital. $20K fine is more like it...

      There is no 100% in these prevention. All it takes is just a slip of the mind. You can have the best clean kitchen, regular health check for food handlers and chef, proper food inspection, proper food handling and delivery - what if for example, this food handler washing some fish and after that he did not wash and clean his hands properly and then touch some cooked food ? It is those minor little things or actions that we overlooked could cause much suffering to these little children. Those who supplying food must realised and always be reminded that a little slip could even cost the lives of those who eat it. Please prepare food for a conviction that it should be safe to consume it.

      why can't a school house have their own kitchen, plan their own menu, have their own cook and servers?
      Many many childcares in Singapore have their own, and this school house charged soooooo high school fees, they sub out their kitchen. Cannot imagine, how early they prepare their food.

      What is the point of the fine of S$5000? It is nothing compared to the suffering of the 270 affected people including children. Food poisoning is the worst thing that can happen, and can result in death in severe cases. NEA is simply reactionary when it comes to enforcement and too lenient in meting out punishment to food operators. Look at the case of the the indian rojak stall in geylang serai which resulted in 2 deaths. Now the stall is opened again under another name - it is a JOKE. NEA should suspend errant operators for 1 year or remove their licences altogether. There are simply operators who have no conscience. They can dish out food produced in poor hygiene conditions because they don't have to eat them in the first place. These small fines (of a few hundred dollars or even a few thousand dollars) will not deter operators from ensuring that they should be disciplined and stringent in their handling and preparation of food. Education is not the key. Enforcement with appropriate level of punishment will put them on their toes.

      I still feel that every child care centre and student care centre must have their own kitchen and cook. This will ensure that the food is kept at the right temperature to prevent contamination. Pat's Schoolhouse has so many branches but one caterer. The Caterer has to prepare the food very early in the morning in order to be able to reach the various locations on time. During the process, no one can ensure that the food is hygienically prepared and also the temperature will decline by the time the food is sent to the centre. On top of these concerns, we are also worried whether the staff at Mum's Kitchen have all gone through the Food Handlers' Hygiene Course. I had worked in a Catering Company before, the kitchen's condition is so terrible that I decided to quit.

        I fully agree withyour comments.

        I think all food caterers have a moral responsibility to ensure that their food is fit for consumption.

        Errant caterers should be fined heavily and the fines collected should be channelled to treat the affected children. Repeated offenders should be blacklisted and be banned from the business.

        How sad is to see the little innocent children affected by these unscrupulous caterers!

      NEA is an evil government organisation. It has allowed for a long time the fumigation company to fumigate wooden boxes at trading companies warehouses. During the process of fumigation very poisionous gases are used in huge volume that will leak out slowly for the warehouse workers to breath in. Compaliants lodge within has been ignored. Those who work in store line will know what this mean. NEA and MOM are not interested in safety at workplace and criticise locals refusing to take up unpleasant jobs. The fact is that most unpleasant jobs in factories/warehouses are very dangerous that has no safety measures in place to protect the workers.

      With reference to the MOH news, as a neutral party, I felt that this piece of news here is a little bias. Firstly, with the most reliable source of food poisoning case, the MOH, the bacteria- Salmonella is found in the children's stool and not on the food.

      Moreover, Salmonella is usually found on poultry and eggs and is not native to seafood. With this characteristic of the bacteria and that the children suffering from it ONLY after they had eaten the seafood marina, how could it be possible that the bacteria was found on food?

      Salmonella can also be passed on through saliva. Children being children, would always put their hands often into their mouths and thereafter, touch toys or even hold hands with other children and once again, the another child put his/her hands into the mouth. With this possibly, the child care center just need one child to have this bacteria in the first place to start this.

      Out of 18 child care centers they had catered to, only 10 centers were reported. What about the other 8 centers? Why are they not reported too since all centers were catered from the same caterer?

      With these, I do have some reservations.

      Moreover, the food handlers were found to be in the alright and that the bacteria were not found on them as well.

      Yes, there may be a possible cause of cross-contamination, but till date, there is no evidence directing that IT IS INDEED CROSS-CONTAMINATION that caused the food poisoning. As such, we shouldn't have jump into conclusion immediately.

      All these.....
      I don't think Mum's Kitchen is SOLEY responsible for all the happenings as there are so many loopholes. There are much more of others factors involving which we do not know of. Furthermore, the MOH could not even find the direct cause of the how the bacteria managed to be found since all food handlers were cleared and that the food poisoning only occur after children finished eating the seafood pastas when Salmonella is not native in seafood. It is soley responsible just because they were the caterers and people just jump into conclusion immediately.

      All the sources I received are from reliable MOH news. I hope the children are all well by now :D

      In the 1st place, was there such detailed requirements from NEA on the handling to cook and raw foods?

      And how often does the authorities conduct spot checks on the caterers?

      OR, are the authorities plain reactive, only act when something happens...

      Reminded me of SFI who provided for the YOG meals!!!!

      SFI is now with SATS. Please dun cause embarrassment by screwing up on the Airline meals.

      I hate the quality of the food provided by them in the Camp. For the exhorbitant price they are charging you can get better deals from other caterers.

      The Authority should look into these BIG caterers as any food poisoning outbreak will have disasterous impact. SFI Management all run by ex-Army Officers who know nuts about food safety and quality.

      everybody's eyes are on what Mum's kitchen has done wrong.. but did anyone really take a step back.. look at the results of the findings done by MOH? if the food source does not contain salmonella, why is it so that salmonella can be found only in some of the centres? if this is due to cross contamination of the food.. all of centres that Mum's kitchen has supplied should be affected by this.. why only a few of them? has anyone thought about the time lag between Mum's kitchen delivering of the food and the time that the kids have their meals? Is there any problem in how the centre is dealing with the food too? are they 100% clean that only Mum's kitchen can be accounted for this?

      Government always boast about the level of cleanliness in the country. But really when we come across these cases and those evident poor food hygiene practices in the hawkers and food courts. We are no better than a third world country.

      How to have good hygiene standards in consuming catered cooked food? Besides hygienic utensils, cook the food again?

      Wait till nasty parents like us ask for discounts in school fees for reaping our kids of vitamins and poisoning them with reheated food...

      Nasty parents like us, we can't wait to ask for discounts at all costs to benefit from child cares!!! Dump all our problems at the child cares!

      By the way, is the caterer a licensed caterer? Got typhoid injections or not? Wait till the one who got injected wasn't the one to prepare food but holding the licence...While the one who prepared food, doesn't hold any licence and neither any licence to cook...

      In this world, where there is money, there is will and lots of betting guts!
