    Tan Cheng Bock: No need for grand posturing

    As a Member of Parliament, he made headlines for his strong assertions against several government policies.

    But if he becomes President, Dr Tan Cheng Bock will be less obtrusive as he employs a strategy he terms "quiet diplomacy".

    Explained the 71-year-old Presidential hopeful, it means engaging the relevant people in quiet, private discussions — for instance over transport fare hikes, which is outside the realm of the Presidency — instead of coming at them guns a-blazing.

    "It's not necessary to go posture yourself and say, "I'm so great or I'm coming here to defend this case" but the end result is naught, zero," said Dr Tan, in an interview with Yahoo! Singapore.

    "You ask yourself what is it you want? You want results or to show you are such a great fighter, for me I would rather make sure I get good results."

    It is a strategy Dr Tan has employed since his days as a doctor in the Ama Keng village and later, when dealing with international affairs.

    "When I was asked to manage some issues in Europe for the government, I didn't go to Parliament and just make a great speech and impress them," said the former MP, who led the Singapore-Europe and Southeast Asia Parliamentary Groups from 1991 to 2006.

    "Instead, I will go down and discuss with those people about certain issues that we don't agree and over a glass of wine, we talk about it and they say "okay, let's forget it"."

    During the 40-minute interview last Friday, Dr Tan shared his views on the role of elected President and gave insight into the type of President he would make.

    If elected, Dr Tan said he would look at issues broadly instead of targeting specifics, such as housing prices or healthcare costs, because each area would have a spillover effect on another.

    "We must establish a good environment in our society so that it will not disturb the whole cycle of things that's happening to the country," he said.

    But does Dr Tan, a candidate not endorsed by the government, foresee any difficulty working with the ruling People's Action Party government to effect positive change?

    "They will feel a little bit disappointed that somebody they are not comfortable with to suddenly come and sit at the round table but I want to believe they are also honourable," said Dr Tan, who was a backbencher for 26 years before he quit the PAP this year.

    He acknowledged that the government could be "quite stubborn" in wanting to do things "the right way" but "maybe we can convince them, look, we have different ways of reaching our goal".

    If somebody makes things different for him, Dr Tan said he would convince them to find common ground and work out their different ways of doing things.

    "That will be my style but that does not mean I'm weak because if I think something is wrong, I will tell you," stressed Dr Tan.

    He reiterated how he stood by his beliefs during his MP days, choosing to criticise the push for foreign talent in 1999 because he felt Singaporeans were worried about losing their jobs during the recession.

    "When you make such a stand, you know you can get walloped because you are going against party policy," recalled Dr Tan. "I was really reprimanded, even by Lee Kuan Yew himself, who scolded me in public."

    "It was very sad because you feel like you are being classified as an anti-nationalist," shared Dr Tan. "But I guess I have no hard feelings. He's (Mr Lee) done a lot for Singapore."

    'Presidency not a figurehead'

    Even if he manages to work with the government, just how much influence can the elected Presidency have? In recent weeks, government officials have sought to define the powers of the President, leaving some wondering if the role is simply a figurehead.

    "I think many people got the wrong idea that the President is so helpless," corrected Dr Tan, elaborating his views first shared during a press conference last Friday.

    While he noted that the Presidency is "still evolving" - with changes depending on new Presidents' assessments of improvements to the Constitution and Parliament's approval - he pointed to earlier comments by former Senior Minister S Jayakumar and Foreign Affairs and Law Minister K Shanmugam as having helped "cage the Presidency" by focusing on the legalities, the Constitution.

    Dr Tan said he has plans on how to guard, say, the reserves -- which he will unveil at a later date -- but he also emphasised the "softer side" of the President.

    "Very important, the President must be seen not as a figurehead but as somebody the people can look to for support for some of the issues, national problems and so on."

    "He may not initiate issues but his very presence has certain functions to cool down people's concerns," continued Dr Tan, adding he would like to play "a much bigger role" to engage Singaporeans and have them "come to talk to the President".

    "The President must not be such a distant person," stressed Dr Tan, describing how the Presidency should draw different groups of people together, and thus serve to unify Singaporeans.

    Underpinning all this is trust. Urging people to assess him based on his actions, Dr Tan, "If they trust me, they will know I'll manage their funds well. If they trust me, they know I'll make sure appointments (of top civil servants) are not just appointments for appointments sake because these are people who are going to decide the future."

    Without trust, Dr Tan said he would not want to be President. "Because along with trust, they know you have an independent mind (and) when you make a decision, it's all in the interest of the country."

      Tan Cheng Bock is too arrogant, and thinks too much of himself.

      For the last 20, 30? years, even his own PAP gang does not think he is good enough to be a minister. That is why he was just a mere PAP MP all these years.

      Now, for $4.5M salary a year, he suddenly thinks he is so good as to check on his PAP gang.
      Now, for $4.5M, he is willing to give us , to use his own words, his "2 cents worth" of his wise words. What a bargain.

      Do NOT trust Tan C B and his PAP stooges.

      Come 2016, vote for the Opposition.

      I think Tan Cheng Bock will make a good president and hopefully set a benchmark for future presidency candidate. Quiet diplomacy is the way to go, you will not get result by speaking louder. PAP has a pride issue as well, so tackling issues should be done tactfully. I am not sure if TCB is going to be a People's President if he get elected, but frankly he is the only MP that I can relate to after 40 over years of being a citizen. I see him at markets, parks and public places without grassroots around, I can strike a conversation with him anytime or even walk along with him in the park. I feel the distance with all other MPs, even from my own constitency. See them only during election or community events. surrounded by grassroots and bodyguards. They are smart and make impressive speeches, but without a real human touch. Sometimes I wonder, if they really know that those standing ovation was a make believe. I hope at last we can have a People's President.

        I talked about the CPF 10 years ago. I was branded to uttering nonsense. I was 48 yrs then and told the people that were not listening that the goal post keep changing from the original 55 yrs. No one cared now when it hurts them all the hoha sorry too late. They took all the money

      was doing some research on the government views on talent over the course of time and this recent interview caught my attention

      Mr Lee ” I am a firm believer that the more talent you have in a society , the better the society will grow” This speech is very excellent and has truth in it . But the question i now ask ; of the massive influx we have . How many are actually talent ?. In fact ask yourselves this , how many of these “talents” are world beaters and renown?.

      Even the specially imported sportsman , how many have actually won the coveted Olympic medal?. In fact Singapore Greatest Olympian was homegrown ; Tan Howe Liang. Look at New Zealand , a nation comparable to us in population yet in many regards surpass us.

      One can understand the need for Foreigners to create a diverse economy and society , but at 1/3 of the workforce?.
      Also do you think its right for a National Table Tennis Team , where one could hardly see a true blue Singaporean?. In fact didn’t one of the more prominent former member of the team , returned to china after massive award and fees. Do we truly want leaver ?

      So i ask this question , at the current rate and lax policies are we truly attracting talents or 3rd tier immigrant

      Mr.Tan Cheng Bock if you are singaporeans Elected President,would you help me and those who are not happy same as me about "CPF" the most important part in my life because i am not young now.I am in my 50s why the CPF keep on changing it policy on cpf ordinary account and Medisave account let say ordinary account first.... When a person reaching 55 year old why can't they withdraw all their money and must put this money in retirement account for at age 62-67 year old then payout (cpf money) in monthly till the amount used. I, personaly not agree this is my my my money they should not do that very unreasonable....May I has this, Mr.Lim Boon Heng if your millions dollar salaries on those years before retires was locked for 62-67 year old then pay you back by monthly do you happy or feel unreasonable if the answer is "YES" then why locked my sweat and blood money and also do you think everyone can live up to that age I am sorry to say that. Lastly why the Medisave account have to keep on contributing with no limit or where is the maximiun and yet can't returns back the money before dies is this reasonable please don't bully old people and not all elderly will fall sick use this medisave money in hosepital.right..... so hope Mr.Tan Cheng Bock can help if he are singaporeans Elected President or Mr.Tan Jee Say is our President.thanks.

      Tan Cheng Bock, u said "many people got the WRONG IDEA that the President is so HELPLESS", but that's all becoz the current President sits 12 yrs in this position has been so USELESS. Please make clear. Singaporeans not blind.

      Nevertheless, TQ for telling us about u "made a stand to criticise the foreign talent in 1999, and got walloped by the party, even by LKY personally." You confirmed a clearer image that the "PAng Pui" govt is running the party like a group of mafia or syndicate. Since they manage a country, we call that DiCTATORSHIP (Dick heads that stir the ship. No wonder we are in a mess!)

      If you can actively safeguard our national reserves rather than use the key once in several terms of office you would be discharging your duty deligently. What are our reserves? It is accumulated from the nation"s surpluses. Surpluses will be affected by government spending on Ministers and civil servants salaries, benefits including medical, pensions,etc. Surpluses will also be affected by wrong programmes eg. $300m YOG. Surpluses will also be affected by subsidies to non Singaporeans using our subsidised medical services and education services. The list can go on and on. The rate of accumulation of reserves per capita will also be affected by dilution through liberal grant of citizenship, the way reserves are invested, the way officials at Temasek and GIC are paid. So TCB there is so much to be done including ensuring the Singaporeans have benefit from such reserves.

      When he said quiet diplomacy - in my mind a person sprang up and said "hey I did that for 2 terms!". You know I am referring to the current President....

      I believe that statement has done himself more harm than good because that what we got from President Nathan which we are all fed up with - the so-clled quiet diplomacy which can be interpreted as "you scratch my back and I'll scratch yours" or in Chinese "He Sui Bu Fan Jing Sui".

      The doubts I have is this: If you can't move LKY during your years in PAP even when you were more outspoken, what makes you think you can move PAP now? While we need someone we can trust, we also need someone who can make things happen!!

      It also speaks volume about the PAP ministers: Sound like you were the only one then who foresaw the issues with mass foreign import - what happened to the rest??!! The so-called talented people we pay millions for....what were they doing?!! Cowering from the old man, the son and the holy Goh?!!

      In order for the President to have any significant impact on the government policies, he needs to be vocal and prepare to leap into forray so as to put across his views on mass media, on behalf of the People.

      if you like to speak to individuals or specific groups, there is then no need for a President.

      Quiet diplomacy = nothing gets done or leads to individual benefits or group benefits.
