Chen’s Chinese analogy sparks PAP debate

A debate on the relationship between the ruling People’s Action Party (PAP) and the opposition Workers’ Party (WP) took centre stage in Parliament on Wednesday, with various references made to ancient Chinese history.

Three PAP MPs gave different takes on opposition MP Chen Show Mao’s analogy comparing the PAP to enlightened Tang Dynasty Emperor Tai Zong and the WP to Wei Zheng, a wise court official known for being frank with the ruler.

Speaking in Mandarin on Tuesday, Chen said in his speech, “In this term of Parliament, I hope the ruling party can be Tang Tai Zong, while we can be Wei Zheng. Let us create a peaceful, prosperous age.”

While lauding Chen’s refreshing style of debate, senior parliamentary secretary Sam Tan on Wednesday countered with a story of Wei Zheng, noting that the opposition MP should also not just parrot his party’s line, The Straits Times reported.

Tan said that when Emperor Tai Zong asked Wei Zheng about the difference between a good and bad king, the official replied that a wise ruler listens fairly to the views of all, while a poor ruler listens only to the biased views of a few.

He added, “Since Mr Chen aims to be like Wei Zheng, I hope that when his personal view differs from his party's, he will be able to look at the big picture and act in the interest of the majority instead of blindly following his party line.”

Tampines group representation constituency MP Baey Yam Keng, however, chose to focus on drawing lessons from Emperor Tai Zong’s good governance.

During the Zhenguan era, China was known for its prosperity and non-corrupt officials, said Baey. He added that the Emperor also understood that the relationship between ruler and his people is like the connection between a boat and water.

He mentioned the Chinese idiom “water can transport the boat but also cause it to sink” to underscore the importance of listening to the people.

On the other hand, Sembawang GRC MP Ellen Lee rejected Chen’s analogy, arguing that it was inappropriate to compare the PAP to Emperor Tai Zong as he was an autocratic ruler in a feudal era.

She said, “We live in a modern, democratic society and the PAP believes in being responsible to the people. In a democracy, anyone has the right to speak.”

“While the analogy sounds romantic, on closer examination, it does not hold water.”

The PAP MPs also suggested that providing alternative views and criticism does not solely lie in the opposition. Tan noted that some PAP backbenchers can be fiercer than the opposition when criticising the government.

Referring to Chen’s speech in which the WP MP quoted a Confucian saying that “gentlemen can be united while holding different views” to describe how the two parties could work together, Tan said this has been practised all along.

Saying that that the PAP is a broad church that accepts a variety of views and talents in its ranks, he cited Cabinet ministers Tharman Shanmugaratnam and Vivian Balakrishnan, who were active critics of the government before entering politics.

In addition, he added that the government’s move to allow Non-Constituency MPs and Nominated MPs also showed its commitment to gathering wide-range views.

Acknowledging that debate has been lively in the past two days but divided along party lines, Tan called for tolerance and unity of purpose from all parties. He referred to a couplet written by a Qing Dynasty official, he said, “Being in government is not about speaking many empty words, but about serving the masses.”

Sounds like the PAP members are examining the finger....

What Chen of WP said is so simple, What he meant is also simple - let us work together for a better Singapore, even when we appear to differ it is also for the betterment of singapore. But then a number of clowns jumped in to comment to show their literary skills in chinese literature and not to ask Chen to elaborate so they can grasp the real Intent of Chen's statement. That shows what a lack of wisdom of the PAP MP's who were touted as well educated by the PAP before the elections. Looks like they are more interested in showing they are smarter than the opposition MP rather than understanding his amicable disposition.

Some people are over sensitive. They might think that Chen is asking them to listen to their views instead of being Yes man, hence the rebuttal.

Emperor Tai Zong was well-known for being wise, as being very aware of his short-comings and being very open to criticisms esp. those of Wei Zheng. CSM said that he hopes that the PAP can be like Emperor Tai Zong. It looks like his hopes has just been dashed by the likes of Ellen Lee, Sam Tan, etc.

        True.
From their reactions and speech, the likes of Ellen Lee and Sam Tan are no "Lee Kuan Yew" or "Deng Xiaoping".
They are just not deep enough.

        我劝PAP还是听听陈议员的比喻, 学学唐太宗。因为目前PAP在国会的表现简直似乎慈禧太后!

I have spoken to CSM when he did his walkabout before GE.
Despite his illustrious credentials, his humility and sincerity impress me.
I bet no one in the parliament can match his extreme intellect and political astuteness.

He is in his own supreme league. MIWs do not catch what he implying because they are of inferior calibres.

All the way CSM! I support you.

Remember how WP's "slap the driver to wake him up" was translated by the elite highly educated PAP to "fighting for the wheel"? They need a memo from Lee to know what to think! LOL.

one small little harmless analogy already made them soooo defensive and must 'fight back'....always have the mentality that they are right and others must be wrong or does not make sense......where got time to seriously listen to us singaporeans?

I don't see what's wrong . CSM is being friendly and asking for unity . I don't see why that should warrant a rebuttal .

This is my first post in Yahoo and it's because I can't stand Ellen Lee's comments! What she said only shows her ignorance or she thinks that Singaporeans are stupid! If she's so ignorant, I wonder how can she be an MP! But I doubt she's so naive about the Singapore society since she's Law trained so she must be thinking Singaporeans are stupid! Trust her to say such thing in Parliament. She should have just kept quiet if she have nothing constructive or better to say instead of saying something that makes her look so amateur! Look her no up!

      Ellen, wake up your idea!

      1) Since when has Singapore been fully democratic? People have been thrown in prison under the ISA without their God-given the right to speak, or get themselves defended! So what talking you about us having rights to speak? Get rid of the ISA if you TRULY believe in what you say!

      2) As for the gahment being responsible to the people - where is our transparency on all TH and GIC investments made? What about our CPF promised as by LKY at age 55? What about caring for the elderly, poor and ill? What about the unfair pension ministers get upon retiring , but not us SINGAPOREANS??

As for "no hold water", it is YOU who isn't worth a glass of water when you obviously don't know much, do you?? You're a sheer waste of tax payers' money and a shame to the your party!! Resign or get voted out!

"Senior parliamentary secretary Sam Tan on Wednesday countered with a story of Wei Zheng, noting that the opposition MP should also not just parrot his party’s line, The Straits Times reported." //

Indeed. When the casino was suggested, many PAP members did absolutely just that. The scant few who actually voiced out vehemently eventually became parrots. In most cases, they're not even parrots, but statues who are mute and speak nothing save to nod their heads much like puppets. **

"a poor ruler listens only to the biased views of a few"... //

Oh? Really? Who are the ones who so happily reject the views of their political opponents outright without consideration... and glibly refuse Mr Chiam See Tong's very reasonable request/view that his constituency deserve the same upgrading privilege as they are Singaporeans too? So who is the biased one who listens only to those with the same opinions? **

"I hope that when his personal view differs from his party's, he will be able to look at the big picture and act in the interest of the majority instead of blindly following his party line.” //

If any of the PAP members have any personal views, they have certainly kept it well hidden or carefully tailored to differ only in form, but not substance. Or else, they will voice the dissent in such carefully worded, party-correct terms that it seems more like a minor observation rather than true disagreement. **

(Ellen) “We live in a modern, democratic society and the PAP believes in being responsible to the people. In a democracy, anyone has the right to speak. While the analogy sounds romantic, on closer examination, it does not hold water.” //

Ah I see. So that's why we have a speaker's corner designated to be one of the few places where we CAN speak AND only in very restricted terms. Of course, absolute freedom of speech is harmful when it can foster dissent, but when it is merely giving voice to the oppressed masses, then such freedom is not only a liberty, but a duty. Alas, this freedom is not really found in Singapore. **

“Gentlemen can be united while holding different views to describe how the two parties could work together, Tan said this has been practised all along." //

If that were true, then why all the scare tactics during election about the "dangers of a coalition government? And how can a party so entrenched in its ways for so long be expected to see anything other than its way? **

Look likes PAP mps are so shallow & so defensive.... they act more like lousy opposition rather than accepting constructive feedback. May be they tasked to fix opposition but they have making fools of themselves & actually help to enhance quality of Worker's Party rational proposition.
