Former DPM Toh Chin Chye laid to rest

Former Deputy Prime Minister Toh Chin Chye was laid to rest on Tuesday in a funeral attended by top government officials and political comrades who wished to pay their respects to the man considered instrumental in building modern Singapore.

Toh, who died Friday morning at his home at the age of 90, had a private funeral based on his earlier instructions, though, in recognition of his place in the country’s history, his body was borne on a ceremonial gun carriage and schools and government buildings were ordered to fly the Singapore flag at half-mast.

Toh was a founding member of the People’s Action Party, and he was the ruling party’s first chairman. He held the position of Deputy Prime Minister from Singapore’s independence in 1965 till 1968, and later took on roles of Science and Technology Minister as well as Health Minister.

Prime Minister Lee Hsien Loong, President Tony Tan, Deputy Prime Minister Teo Chee Hean and Emeritus Senior Minister Goh Chok Tong attended the funeral.

Speaking at Mandai Crematorium, PM Lee said in his eulogy, as quoted by The Straits Times: “[The passing of Dr Toh] reminds us of how we got here, how much we owe to him and his generation, and how heavy a responsibility we have to carry their vision forward.”

Channel NewsAsia also reported Lee commenting that without Toh, the modern and prosperous Singapore of today would not exist.

Lee added that it was fitting for Toh’s coffin to be draped with the national flag, according to CNA.

Toh was in-charge of the committee responsible for creating the state anthem and flag, whose crescent and five stars represent democracy, justice, peace, progress and equality -- values which PM Lee said Toh “embraced and fought for all his life”.

Lee also said that the former DPM’s passing reminds Singaporeans that they have benefitted greatly from contributions of the founding fathers, reported CNA.

Former PAP MP Loh Meng See, who succeeded Toh as MP in the Rochor area after 1988, said in his eulogy that he remembered Toh as a man of devout faith with a “brilliant mind and an unworldly heart”, reported The Straits Times.

Loh added that Toh always felt compelled to treat the less privileged and the disadvantaged with respect and dignity.

Family members of Toh also spoke at the funeral.

Toh’s siblings, Toh Chin Kooi and Toh Chooi Gait recalled him to be a caring and independent brother who supported the family at the young age of eight, and who supported and meticulously took care of his stroke-stricken wife, ST reported.

Meanwhile, his eldest grandson, Matthew, said that his grandfather always advised him and his siblings to live in a sincere and upright manner, according to ST.

“I knew he was a founding father of Singapore, but I didn’t know how many lives he had touched until this week,” said the 15-year-old, as quoted by ST.

The teen was referring to the outpouring of tributes by several high-ranking government officials on Friday, after Toh’s passing.

Many politicians remembered the former DPM to be a strong leader with tenacious beliefs.

Former Prime Minister Lee honoured Toh by saying that “Singapore has lost a historic figure in the country’s fight for justice and independence” whilst veteran opposition leader Chiam See Tong said that he admired Toh for his political efforts, especially during the fight for Singapore’s independence, and his “dedication to and sacrifice for public service”.

The private funeral service was attended by family and friends, including former grassroots volunteers, former Parliamentary colleagues and members of the public, reported CNA.

Dr.Toh Chin Chye lambasted the Health Cabinet Minister Howe Yoon Ching on
trying to defer CPF withdrawal age during the 29-6-1984 Parliamentary
      Debate

"Mr Speaker, I think fundamental principles are being breached. The
fundamental principle is this. The CPF is really a fixed deposit or a loan
to Government, which can be redeemed at a fixed date when the contributor
is 55 years old. If I were to put this sum of money in a commercial bank
and, on the due date I go to the bank to withdraw the money, the manager
says, “I am sorry, Dr Toh, you will have to come next year”, there will be
a run on the bank! It is as simple as this, that the CPF has lost its
credibility, the management of it. This is fundamental. You were taken by
surprise by Medisave. Then they say, “6% of your Special Account will be
kept for Medisave and you cannot withdraw that, even if you were to die.”

Now I ask the Minister for Health, and I asked him last time, whether his
word is binding on future Ministers. Neither will the Minister for Labour’s
word be binding on future Ministers for Labour. Can any Government or any
Minister guarantee that in future years a law will not be passed that will
say, “All Special Accounts in the CPF cannot be withdrawn until you die”?
Your Special Account now is up to 10%; 6% Medisave, 4% for what? So unless
you use the CPF to buy property, your money is in real danger of being kept
under lock and key by others, not under your own lock and key. This is the
nub of the problem – the credibility of the management, gradual
encroachment into the purpose of the CPF which was instituted really to
      provide for retirement."

CPF Board cannot continue to just give us the meagre basic 2.5 percent interest rate forever. Our monies are locked by them,so it is only right that they pay us more interest rate so that our monies could grow when we need them when we are old.

Dr Toh's Orbituaries were all from Charities and Clan Associations, none which can pay. President Harry S Truman declined all directorships after stepping down. "You don't want me, you want the office of the President of the USA. That office belongs to the people of the United States and it is NOT FOR SALE."
Our booted out Ministers get lucrative directorships. One MP who holds 10 directorships said "Some pay as little as $10,000". The one booted out by Ling How Doong immediately got a PLC directorship. When Ho Ching's parent died, look at at the saturated orbituary page. Same with Mrs Lee. PAP MPs parents who die get a lot of Orbituaries, showing how much they are involved in the private sector.

We do not honour Dr Toh with a State Funeral. Dr Toh honours the ceremonial State Funeral, and does the Gun Carriage an honour to carry him.

Your last line really says it well. This should be the best obituary for Toh Chin Chye.

Lee Sian Loon - Well said. They have to imposed themselves to provide that obligatory Gun Carriage for Dr Toh's final journey, not for his sake but for their sake.

      RIP Dr Toh.
I share your views during your parlimantary debate in 1984. I was in my prime years developing my career during boom years. I find life though challenging but less stressing compare to now.
Why I say I share your views is that the gov promised us 55 years of age is the maturity age of CPF withdrawal to our cohorts but decided to used their 2/3 majority in parlimant to change the rule without public referendum depicting our wishes. The least they should let decide what and how we want to do with our money. Isn't what we call democratic rights.
Dr Toh was right if you put money into savings ac into a bank where your maturity date is 55
and suddenly 15 years down the road you are told oh no the withdrawal age is now 62 and it's only monthly partial withdrawal only. How come a gov that we have faith in fail to keep up with the promises. Not only injury they even added salt by increasing min sum each year.
To the post war baby boom members they cannot forget their broken promises made by the gov.
Rightfully our own money and morally the gov should accord to us their promises made during Dr Toh's years of gov
      .

It is sad that the present crop of ministers & MPs cud not measure up (maybe never!) to the qualities and attributes of the old guards. We had worked with the old guards and we know how life was like in the 50s, 60s and 70s. Thanks to them we are where we are today.

I am 100 percent anti pap in general and harry lee in particular. However when it comes to Dr Toh, I am obliged to give him the benefit of a doubt. I understand that during the "Marxists" arrests, he was the only pap man to speak out against the arrests. To me, that is a credit to the man. Completely unlike "president" hopeful dr tan cheng bock, who supported the arrests. harry lee is a disgraceful man but a great politician. harry is bloody lucky to have at least one good man in Dr Toh.

maybe it was unlucky for Dr Toh to have him in the same party?

You are a cock. The governmant always requested the family permission for what it is going to do. You think anyone want or suka suka can get a State Funeral?
      • green lantern 3 months ago
did the family have the choice to turn it down to respect the wish of the person?

Now all you young Singaporeans know who the real founders of Singapore are. They are Goh Keng Swee , S Rajaratnam, Toh Chin Chye and Lim Kim San. Next time when other asks you, you know how to answer.

The passing of a honorable man which also signals the passing of a generation.
Sad to note the younger generation of PAP lack the drive, integrity of our elders.

Coincidently Rochor Kongsifor the Aged that was set up by Dr Toh during the 70 to accomodate homeless senior citizen around Bugis was to fold due to LTA plan to demolish the 3 block to give way under tunnel.
I wonder if there any more MPs or ministers level that has set center like this to benefit the needy. Thank you Dr Toh for the selfless effort!

when this old guard is alive, did any of the ministers visit him?
    • toratoratora  •  3 months ago
He was side-tracked. Left in the cold by his own party. Forgotten for the past two decades. Today's younger generation Singaporeans don't even know who he was. It is sad for us to feel how he must have felt. He was once our Deputy Prime Minister.

Dr Toh is an exception to the rule where PAP ministers and MP's are concerned. Coming from a humble background, he spent all his political life fighting for the welfare of the poor working class. A far cry from the present crop of PAP yes-men. It is a great pity that for all his efforts to speak up for the poor, he was booted out of the cabinet.

Dr Toh's eldest grandson said, “I knew he was a founding father of Singapore, but I didn’t know how many lives he had touched until this week.”

Many young Singaporeans also didn't know the many great contributions Dr Toh & some of the old guards have done for Singapore until after their death.
All because our history books have been focusing so much on one man alone.......a man called Harry and his story!

There is a Hokkien saying "when a leopard dies, it leaves behind its skin, when a person dies, he or she leaves heind a name".
The late Dr Toh Chin Chye has indeed left behind a good name not only for his tremendous contribution and passion to the country, but most importantly, his love, concern and good deeds that he has done to the people of S'pore.
A man of his calibre is indeed hard to find today.

May The Soul of DR Toh Rest in Peace.
Dear Readers, I would like share with you all how certain things which had happened over the week end really burst me off.

"PM Lee said in his eulogy, as quoted by The Straits Times: “[The passing of Dr Toh] reminds us of how we got here, how much we owe to him and his generation"

During the week end time it was a mourning period for all the people of Singapore for losting one of its founding father. But did you know that at the same time, during Sunday it was a party time at our great Istana with truly yours PM LHL. Now his works itself contradic his words.

The question I have is was it really required a party during this time? Could not the timing of the party be post poned to a later date? How do we show our younger people good example. Can't the memembers of the party Memembers wait just another day to have free lunch?

Pls LHL is this how you show your last repects? Not forgeting that he was the 1st members of the political party for which you are the sec-gen.

      Its a Shame.

I salute you, Dr Toh Chin Chye. You served the People, not just the Party. As a Singaporean, I thank you. May the remaining 60% Singaporeans continue your fight for the societal and moral values you held so dear to the very end. Rest In Peace.

When someone died; lots of true surfaced; at least to the lots of people who have no knowledge of the true story of Singapore broke away from Malaysia; until now.
Dr Toh said this in one of the interview.
"When Lee Kuan Yew got back to Singapore, he invited the members of the Convention to attend his press conference. He was crying. I don't understand him at all. On one hand, he worked so hard for merger. Having gotten the cupful, he shattered it. And then cried over it."

So Dr Toh was a good man but cannot say the same for LKY
