PAP founding member Toh Chin Chye passes away at age 90

Former deputy prime minister Toh Chin Chye, who was a founding member of the ruling People's Action Party (PAP), died on Friday morning at age 90 at his home.

Toh was instrumental in creating the party’s foundation in 1954 together with other stalwarts, the late Dr Goh Keng Swee and S Rajaratnam, as well as former prime minister Lee Kuan Yew.

The first chairman of PAP, Toh became the deputy prime minister after the country's independence in 1965, and held the government post till 1968. He also took on the roles of Science and Technology Minister as well as Health Minister.

He was also in charge of the committee created to design the state crest, state anthem and state flag which were unveiled on 3 December 1959 at City Hall and became the National Flag and National Anthem when Singapore gained independence in 1965.

Stepping down from the Cabinet in 1981, Toh retired from politics at the age of 67 in 1988.

Prime Minister Lee Hsien Loong and his Cabinet colleagues have expressed their sadness over the passing of Toh and conveyed their condolences to his family.

In a press statement, the Prime Minister’s Office said that Toh had left instructions for a private funeral which will be held at Mandai Crematorium on Tuesday, and the government will assist the family in making funeral arrangements.

“As a mark of respect to one of Singapore’s founding fathers, the Government has decided to accord Dr Toh the honour of being borne on the ceremonial gun carriage for his final journey to the Mandai Crematorium. In addition, the State flag on all Government buildings will be flown at half-mast on the day of the funeral,” the statement said.

Tributes by current and former Members of Parliament (MPs) have since poured in following news of his death.

Senior Minister of State for Information, Communications and the Arts Grace Fu, who last met Toh around two years ago said in her Facebook post on Friday that Toh impressed her with “his deep sense of passion and loyalty towards Singapore and her people”.

Former PAP MP for Ayer Rajah Dr Tan Cheng Bock said that he found Toh to be a tough negotiator with very strong views, stubborn and straight-talking.

Saying that Toh played a huge role in creating the state flag and national anthem, MP for Tampines GRC Baey Yam Keng said in his Facebook post, “Without him and other pioneer leaders of Singapore, we will not be what we are, or enjoy what we have today. With the passing of another old guard, I am reminded of how far we have come. All the more we must do our part for the future of Singapore.”

When the PAP first formed the govt I was in the Ministry Of National Development. I remembered that he emphaised the importance of civil servants providing the continuity of govt services. He said political parties come n go but civil service must go on forever. He quoted 2 lines from a peom, The Brook - "For men may come n men may go but I go on forever".
In the eighties when parliament was debating on the issue of Graduate Mothers. Dr Toh reminded LKY that it violated the Spore Constitution. I cannot remember any other MP voiced any concerns on the matter.

      RIP Dr Toh C C.

His personal assistant made an interesting statement that I caught on tv. He said: "he (Dr Toh) is different from the others. He has feelings." (Hope I got it word for word right). Good for Dr Toh to show that he has feelings for the people whose lives he and those in govt affect when they made decisions on behalf of the country and us the people. That is the way to go. Thank you Dr Toh, may you rest in peace!

      • ordinary7 3 months ago
Yes, he made contributions, but he is one of the better "MIW"s?? Did you do your research? He is stubborn, which is already a bad trait. Furthermore, he cannot provide good leadership and cannot keep a cool head during crisis, which was why he eventually was no longer able to be acting PM.
One of the better MIWs. Ha, you must be sleeping.

There are two types of governors
      1) Served the country and people not for high salary.
      2) Served the country and people for higher salary concerned.
Mr Toh for what I know is classified as, in the no1 category.
      Regards

Dr Toh Chin Chye, Dr Goh Keng Swee, and Ong Pang Boon belong the first category.
Woody Goh and all the current PAP ministers/MPs belong to the second category

Dr. Toh is the REAL founding father of the PAP. He started the party in London before LKY joined them. When they are back and formed PAP, he is the Chairman. He is the undisputed founding father of the party. I live in Maude Road 2 room flat in 80s, In the 70s 80s, everyone in Jalan Besar knows who is Dr. Toh Chin Chye, even the gangsters respected him. He is sincere and truthful to better the livers of Singaporeans. He never have any problem winning an election, always win with high margin.

and Ms Grace fu, please stop trying to gain popularity by associating yourself with Singapore's founding father. He has stopped talking to your big boss's father after that person changed the party he found into a RICH PEOPLE party. Maybe it's because of your remarks on high pay that this TRUE SERVANT of our country has stopped believing that he could see his party changed back to its old self. U remember? why he keep asking you what do you believe? it's so obvious that you are NOT believing in what this Patriot of Singapore believe. He is now UP there watching you.

I must have my own 1 minute silence for this great man of Singapore.

Hi SBG. Happy New Year - though we mourned the death of one of the founding fathers of Singapore. Precisely that the Pappies had lost their moral compass that we must teach them a good lesson - stand up to be counted and vote for Credible Oppies come 2016. I shall too observe one minute of silence for this great man of Singapore too.

Hi' everyone, Dr.Toh wanted a private funeral, and he may have his reasons. I don't understand why government want to get involve, hope its not another high level propaganda for the PAP. His wishes should be honoured .
      • Change Yes We Should 3 months ago
When people want to criticise PAP, one should differentiate and state old PAP or new PAP. We can see things changing from wonderful ideas back to basic in the early days of PAP recently. Examples SMRT is to provide land transportation with reliability, convenience and comfort now, not aiming at making huge profit; build more hawker centres to lower food costs instead of food courts; HDB flats not longer built by private developers to make house prices lower. After the election, PAP is going back to the basic, though not a complete U-turn. As I had mentioned before the election, your votes are the most powerful weapon to change the minds of the rulers.

He came from a humble background and as such could empathise with the common people. He is one of the few who could govern without being blinded by greed, power or personal glory. He stands out as a prime example of what it means to be a politician and that is to serve the people sincerely instead of lording over them. Today's politicians and aspiring leaders should take a leaf out of the late Mr. Toh Chin Chye's book. No man is bigger than his country. YNWA..!!!

      A humble, respectable Minister.
He served the Country at a time when we are considered as 3rd nation. I hope the current Ministers will bench mark him as 'Model' and not just talking about own benefit.

Dr Toh Chin Chye is a great man He entered politics not because of money but his passion to serve the people and improved the living standard of Singaporeans. We owe much to him for his efforts and contributions to building our society to what it is today. Singapore should build a memorial for him.

Without the PAP pioneers, there'll be no PAP today... with the current PAPs, there'll be no PAP tomorrow!

My condolences to Toh Chin Chye family. His passing marked the end of an era of ministers that really cared for Singapore and Singaporean.

Sad to say that these pioneers are replaces by a new generation that are more concerned about how much they are getting paid, not what they can do for Singaporean.

From today's comments following Dr.Toh's passing surely LKY and his gang who are all with "exceptional" talents must know where they have gone wrong. You are all $$$ orientated and not people orientated.

Condolences to Dr Toh's family. He was a good man and served Singapore well. Not like the current breed of money faced people. Obviously his death will be played down because he disagreed with their stupid policies.

Very Sad. RIP Dr Toh. I remembered once when he ticked off the arrogant PAP leaders that it was the uneducated people who supported the party and put the leaders in their place and that the leaders are now saying that these people were stupid. We will indeed miss you a lot.

I give my respect to the late Dr Toh Chin Chye. When he disagreed with the policies of LKY he resigned from the PAP. I remember in the mid eighties Dr Toh made a very strong statement which was reported in the main stream media. He said he couldn't understand why LKY continue with his policy of misinforming Singaporeans. This is coming from someone who was once within the establishment. Rest in peace Dr Toh. LKY will join you pretty soon, and he will not only have to account to you for misinforming Singaporeans all along, but also to God.
