The Duterte administration targets to construct this year four additional correctional facilities or Bahay Pag-asa for youth offenders.
Based on the latest record in January 2017, there are a total of 210 youth offenders detained at the facility of the Bureau of Jail Management and Penology due to lack of correctional facilities.
As of writing, there are only 38 correctional facilities in the country as compared to the 100 target.
DOJ’s Juvinille Justice & Welfare Council Director Atty. Tricia Clare Oco said, “Gawa po iyan ng kakulangan ng ating facilities para sa mga bata. Kasi po sa ating batas, sinasabi po na bawal po sila ilagay sa jail, pero may nalalagay ngayon na for the simple reason na kulang po yung ating facilities (This need arises due to lack of our facilities to accommodate the juvenile offenders. Our law states that there should be no minor / youth offenders be detained on a regular prison but there are already instances for the simple reason that there is really a lack in facility).”
In line with this, government agencies have signed an agreement with the local government of Camarines Norte for the construction of Bahay Pag-asa in the province.
It will be the first correctional facility in the Bicol region. — UNTV News & Rescue
