S.African mines minister says talks with industry over mining charter going well

CAPE TOWN (Reuters) - South Africa's mining minister Mosebenzi Zwane said on Wednesday that talks with industry to reach an out-of-court settlement over a mining charter were "progressing well", but gave no details in a response to parliament. The government wants to enforce a requirement that 26 percent of all mining companies be in black hands under the proposed new law. Companies however say they should be considered to have met the regulation even when black owners have sold their shares in the firms.
