Betrayal of public trust, culpable violation of the constitution and committed high crimes.
These are the grounds Magdalo Partylist Representative Gary Alejano cites in the 7-page supplemental impeachment complaint he filed in the Lower House of Congress on Thursday.
In the impeachment complaint, the lawmaker cited in particular the President’s failure to defend the Philippines rights’ over the West Philippine Sea despite the United Nations Permanent Court of Arbitration’s decision in July 2016 that favored the Philippines.
“Simula pa lamang ng kaniyang panunungkulan bilang pangulo ng bansa na suyuin ang bansang Tsina upang maiwasan ang sigalot sa isyu ng competing claims sa Spratlys at makakuha ng investments at loans mula sa kanila kapalit ng ating pananahimik at kawalan ng aksyon sa ating karapatan sa West Philippine Sea (At the start of his term, he was already coaxing China to avoid conflict in the competing claims for Spratlys and to secure investments and loans from China in exchange for our silence on the matter and lack of action for our rights over the West Philippine Sea),” Representative Alejano said.
Based on the complaint, Alejano claims the President also violated his oath of duty to the country when he allowed Chinese vessels to enter Benham Rise.
Presidential chief legal counsel, Salvador Panelo, meanwhile, called the complaint a propaganda. He said Congressman Alejano is just after publicity.
Panelo also argued that the supplemental complaint Aljeno filed can be considered a second complaint which violates the one-year ban.
Meanwhile, House majority leader Rudy Fariñas doubts the supplemental complaint can be allowed in an impeachment case while the House committee on justice has yet to hear the original complaint. — Nel Maribojoc | UNTV News & Rescue
