Barangay Assembly Day

MANILA, Philippines - Residents of close to 42,000 barangays throughout the country who are at least 15 years of age and are Filipino citizens will gather in their respective localities Saturday for the first Barangay Assembly Day for the year 2011.

The activity is pursuant to Presidential Proclamation No. 342 and Section 297 of the Local Government Code of 1991 which requires all barangays to hold simultaneously throughout the country a Barangay Assembly at least twice a year. The assembly is held on the last Saturday of March and the second on the third Saturday of October.

The barangay is the basic unit of governance in the country and serves as a fitting venue for eliciting feedback from the residents on matters of public interest as well as to mobilize support for government programs and projects. The Department of Interior and Local Government (DILG) urged all village executives to discuss disaster preparedness in their localities, among other topics, in their assemblies.

Apart from disaster preparedness and peace and order concerns, other activities to be undertaken during the assembly include accomplishment and financial reports for the period July to December, 2010; discussions on barangay-based institutions; compliance with DILG Memorandum Circular (MC) No. 2010-122, Guidepost in Promoting and Sustaining Barangay Good Governance; compliance with MC No. 2010-149, Posting of Barangay Budget Statement of Income and Expenditures and other Barangay Financial Transactions and Annual Procurement Plan; environmental issues, in particular the production of at least 25,000 seedlings for the nationwide synchronized planting on June 25, 2011.

Community residents would do well to actively take part in the assembly, not only to bring to the attention of their local village executives the problems and issues confronting them, but also to advance proposals and recommendations to improve government services on the local level and to help in seeing these proposals and recommendations are carried out.
