Hugh Lim, Deputy Secretary (Community, Youth and Sports) at the Ministry of Culture, Community and Youth (MCCY), has been named the new CEO of the Building and Construction Authority (BCA), taking over the reins from John Keung.

Lim will be appointed as BCA’s CEO-designate on 1 April, before taking on his duties as CEO on 1 June, while Dr Keung will be appointed Dean of the BCA Academy.

In a statement, the Ministry of National Development (MND) noted that Lim’s leadership “will be vital in steering the construction industry towards greater innovation to uplift the industry’s standards and productivity”.

Lim brings a wealth of operational and policy experience from his previous positions in the Singapore Armed Forces (SAF) and Ministry of Law (MinLaw). This includes developing the masterplan to establish Singapore as a global intellectual property hub in MinLaw, and setting up the army’s Capability Development Hub in the SAF.

In thanking Dr Keung for his service, the ministry noted that he implemented various masterplans to shape a high quality, safe, sustainable and friendly built environment during his 11 year-tenure.

“MND would like to thank Dr Keung for his many years of sterling service to Singapore in the areas of land-use planning, public housing and building and construction. At the same time, MND welcomes Hugh Lim to BCA and the MND family.”
