MND reviews its reporting on town councils

The reporting on how town councils in Singapore are performing is being reviewed by the Ministry of National Development.

The ministry said in a statement on Friday that it has begun a review of the Town Council Management Report (TCMR) framework to better reflect residents' experience and cover other areas in estate management.

The review will include a public consultation exercise to seek the views and suggestions of residents, town councils and industry experts, and will be led by Minister of State for National Development Lee Yi Shyan.

Introduced in 2009, the TCMR framework was put in place to provide residents with objective information on the key areas of estate management.

The framework was also used to facilitate informed discussion between town councils and residents on how they can improve upkeep of the estate over time.

The ministry gave a time period of about six months to complete the review. Meanwhile, members of the public can send their suggestions on how to enhance the TCMR framework to tcmr_feedback@hdb.gov.sg.

The TCMR reviews cleanliness, maintenance, lift performances and service and conservancy charges (S&CC) arrears of each estate.

The third TCMR, which covered the period from Oct 2010 to Mar 2011 and which was also released on Friday, can be found here.

The report showed that all 16 town councils scored 'level 1' in lift performance, but that Hougang and Potong Pasir, which had been under the control of opposition parties for many years, scored 'level 4' and 'level 5' in maintenance and S&CC arrears.
