PAP’s fifth batch of candidates introduced

Another three new People's Action Party (PAP) candidates were unveiled on Monday.

This brings the total number of candidates introduced so far to 15.

They are former Economic Development Board director Low Yen Ling, 37, trade unionist Patrick Tay Teck Guan, 40, and Brigadier-General (NS) Tan Chuan-Jin, 42.

They are likely to be fielded in Chua Chu Kang GRC, Nee Soon GRC and Marine Parade GRC, respectively.

PAP's first assistant secretary-general Wong Kan Seng, who is Deputy Prime Minister and Home Affairs Minister, introduced the three at the party's headquarters.

Low, the third female candidate to be introduced, started helping out in the Chua Chu Kang constituency two months ago. Manpower Minister Gan Kim Yong announced, on Saturday, that she would likely be part of the GRC team there.

Low worked for five years in the private sector, in the finance industry and as a business development manager with a start-up company, before she joined EDB in 2001.

Her interest in entrepreneurship saw her lead efforts to form technopreneurial enterprises and growing venture capital and private equity industries.

Low has also been helping out in the Meet the People sessions and grassroots activities in Hong Kah GRC.

The mother of two holds a Bachelor of Business Studies with a second upper honours degree majoring in financial analysis.

Tay is currently the executive secretary of the Healthcare Services Employees' Union and advisor/senior consultant of the Union of Security Employees.

He started his career in 2002 in the National Trades Union Congress and from 2004 to 2005, he focused on the low wage workers in the private security industry. He was among those to push for the Job Re-Creation Programme to upgrade and professionalise the industry.

Tay has been a grassroots volunteer since his secondary school days, and was a pioneer Civil Defence volunteer in Bedok in 1984. Since 1992, he has been actively serving with the Resident's Committee in various positions.

The father of two sons and a daughter holds a Master of Law from the National University of Singapore.

Tan is a Guards Officer and has served in the Singapore Armed Forces for nearly 24 years before he retired on March 31.

He led the SAF's relief effort in Meulaboh, Aceh, when the Indian Ocean tsunami struck in 2004. For the National Day celebrations in 2009, Tan initiated the 8.22 pledge moment to encourage all Singaporeans to reflect on what it means to be part of this nation.

The father of two holds a Masters in Defence Studies in King's College in London and Masters in Public Management from the Lee Kuan Yew School of Public Policy.
