INFRASTRUCTURE. Former President Fidel Ramos defended the Presidential Bridges Program (PBP) which is under Senate Blue Ribbon committee investigation over allegations of Arroyo administration misuse of the project.

FVR launched the PBP in 1992 to address our need for 15,000 bridges throughout the archipelago. When told that the Austrian Waagner-Biro's offer of long-span bridges was a winner but their short span was expensive, Ramos gave a Solomonic solution: ''No problem. Buy the long-span and cut them into short span.''

But much later, Sen. Sergio Osmeña III says that some R111 billion had been spent for ''bridges to nowhere'' projects during the Arroyo administration. Those were the ''Bridges of Sigh.''

No problem if they built a bridge where there is no water - build an expressway under and call the bridge ''overpass.''

If there's no water over a very, very long-span bridge, build the expressway to run parallel to it, and call the bridge ''skyway.'' (Don't forget to collect toll.)

DYNASTY. South Cotabato Bishop Dinualdo Gutierrez criticized the Pacquiaos for starting a political dynasty - Rep. Manny Pacquiao is up for re-election, Jinkee for vice governor, and his younger brother Roel for a Congress seat.
