The poll body has named 38 party-list groups that will share 53 seats in Congress, leaving five more slots vacant pending a Supreme Court decision on disqualified groups.

The partial proclamation comes 15 days after the midterm polls, after the canvass of national votes had been delayed by transmission problems and concerns raised over the count.

Under the law, party-list groups get at least one seat in the House of Representatives with two percent of votes. They can get a maximum of three seats.

Five seats have been left vacant while the Commission on Elections awaits the Supreme Court's decision on disqualified groups.

Poll chief Sixto Brillantes Jr. has earlier noted that the high court may issue a decision favoring the groups.

Such a decision may impact the list of winners, since some of the disqualified groups whose name have still been included in the ballot were among the top contenders.

Among the disqualified groups is Senior Citizens, which bagged the 10th highest number of party-list votes in the midterm polls.
