Man charged for violating Stay-Home Notice to visit friend
SINGAPORE — A man who allegedly violated his Stay-Home Notice (SHN) to meet a friend after returning from Thailand was charged on Friday (17 April) in the State Courts.
Singaporean Foo Ching Guan, 32, was charged under the Infectious Diseases (COVID-19 – Stay Orders) Regulations 2020. A newspaper vendor was similarly charged on 7 April.
Foo, who was unrepresented in court, said that he intends to plead guilty. He will return to court on 23 April.
The Immigration & Checkpoints Authority said in a statement on Thursday that Foo arrived in Singapore from Thailand on 17 March.
With effect from 11.59pm on 16 March, all residents, Long-Term Pass holders and short-term visitors entering Singapore with a travel history to any other Asean countries within the last 14 days will be issued an SHN and must remain in their place of residence at all times for 14 days.
Foo was accordingly served a SHN for the period from 17 March to 31 March.
Two days before the end of his SHN, Foo left his residence at Kreta Ayer Road at around 4am and took a private hire vehicle to meet a friend at Sengkang Central to settle some personal matters.
If convicted, Foo faces a fine of up to $10,000, or up to six months’ jail, or both.
