Elderly man who stood on stool to flash Yishun neighbour, 11, jailed
SINGAPORE — An 11-year-old was looking out of her flat’s kitchen window when her elderly neighbour decided to flash her.
From his kitchen window, the old man climbed onto a stool and pulled down his pants.
Tan Kim Ching, 61, also accompanied the act with rude hand gestures.
Tan was jailed two weeks on Thursday (1 July) on two counts of insulting the modesty of the 11-year-old girl on two separate occasions. A third occasion when Tan used rude hand gestures was taken into consideration for his sentencing.
Both Tan and the girl, who cannot be named to protect her identity, stayed in Yishun Avenue 11, Yishun Spring Singapore.
In July last year, the girl was looking out of her kitchen window when she saw Tan, with his top bare, standing in front of his kitchen window. Tan then stood on a stool and pulled down his pants, exposing his penis to the girl.
He made obscene hand gestures to the girl as well. The girl was scared and insulted by Tan, according to the prosecution.
Tan harassed the girl on two more occasions the next month. On the last occasion on 17 August, the girl again saw Tan at his kitchen window with his torso bare at about 4.43pm.
Tan then made obscene hand gestures and signalled for the girl to go over to his house. Angry and insulted, the girl called her grandmother and the police, stating, “One male Chinese not wearing shirt keep asking me to go his house. I am 11 years old. Need Police.”
For each count of insulting the modesty of a female, Tan could have been jailed up to a year, or fined, or both.
