SINGAPORE — A 19-year-old e-scooter rider has been charged for knocking down a 12-year-old boy in Yishun in 2018.

According to court documents, Brendon Lim Chun Hsien allegedly committed the offence on 28 March last year at the multi-purpose court located beside Block 838 Yishun Street 81, at about 6pm.

He is said to have been riding at a speed of approximately 20kmh, and could not slow down in time when the victim, Asriel Ang Woon Tik, came into his path.

The boy sustained bruising and abrasion on his right cheek and bleeding around his upper-right first primary molar tooth, which was subsequently removed.

A police report was made the following day.

Lim has been charged with causing hurt by a rash act. Those found guilty of such an offence could be jailed for up to a year, fined up to $5,000, or both.

According to authorities, from January to September, there were 184 off-road accidents involving PMDs, with 64 per cent of them taking place on footpaths. There have also been three fatalities in recent months.

This includes 65-year-old cyclist Ong Bee Eng, who died in September after an e-scooter rider collided with her.

On 5 November, e-scooters were banned from footpaths.
