HDB has just announced the February 2021 BTO launch, with projects in Bukit Batok, Tengah, Toa Payoh / Bidadari and Kallang / Whampoa. With a total of 3,740 units of community care apartments, 2-room flexi, 3-room, 4-room and 5-room HDB flats, across seven projects, which should you spend your precious BTO ballot chance on?

Despite these uncertain times, it seems HDB is still forging ahead with launching BTO flats every quarter for Singaporeans. In the same vein, demand hasn’t dwindled. The 7,862 BTO flats offered in the recent August 2020 exercise were oversubscribed, with HDB receiving 17,947 applications just a day after the launch.

For the February 2021 HDB BTO launch, seven BTO projects across four estates have been launched.

There will be an even split of mature and non-mature estates. Notably, the two mature estates in question — Kallang/Whampoa and Toa Payoh / Bidadari — are highly popular estates due to their prime, city fringe location. This launch will also see the first batch of community care apartments (or HDB Assisted Living BTO flats) in Bukit Batok.

The Feb 2021 BTO launches in Bukit Batok will comprise two projects, one of which is the highly anticipated HDB Assisted Living Flats. The Harmony Village @ Bukit Batok BTO offers 162 community care apartments specially designed for seniors. To be eligible, you must be aged 65 and above. You can choose short leases of 15 to 35 years, in 5-year increments, and the lease must cover you (and your spouse, if any) until at least 95 years old.

The project will be well equipped with facilities like an activity centre, strolling paths, a community garden, and fitness stations to help residents build a community and stay active. There'll also be an integrated food centre. But perhaps the most noteworthy thing about these senior-friendly flats is the mandatory Basic Service Package that residents must subscribe to. Prices range from $22,000 to $59,000 and the service will offer round-the-clock emergency response.

The 962 Bukit Batok BTO flats will range from 2-room Flexi units all the way to 5-room units, so interested applicants will have access to more choices for flat type.

Unfortunately, there are no MRT stations within the immediate vicinity. The nearest MRT will be Bukit Gombak, which will be at least a 15-minute walk away. If you aren’t keen on walking, the next best option will be a short bus ride. The closest mall will be West Mall at Bukit Batok, which will also be about the same distance away.

That said, the BTO flats won’t be too far from Bukit Batok Town Park, also known as “Little Guilin”. This is a beautiful landscaped park that has rock cliffs overlooking a tranquil lake, popular as a spot for wedding photoshoots and photography enthusiasts.

The BTO flats will also be located close to the upcoming Tengah estates, so residents can easily venture out to access Tengah’s many green offerings. This includes a car-free town centre and plenty of lush greenery.

Additionally, the Bukit Batok BTO flats won’t be far from Jurong Lake District, which is set to become Singapore’s second CBD!

The Tengah BTO flats will be a five to 10-minute walk away from Tengah Plantation MRT. This MRT station is expected to be ready in 2027, and will form part of the upcoming Jurong Region Line (JRL).

When the line is fully operational in 2028, residents will enjoy convenient train access to other parts of the west such as Choa Chu Kang, Jurong East, and Boon Lay. The JRL will also have an MRT stop at Nanyang Technological University (Nanyang Crescent MRT).

Additionally, a bus interchange is being proposed to be built right next to the BTO flats, although some may not find this favourable due to noise and pollution concerns.

A neighbourhood centre is currently being built about a five to 10-minute walk away from the BTO project site, from which families can conveniently get food and daily necessities. Another neighbourhood centre, this time integrated with a polyclinic, is also being proposed to be built a similar distance away from the BTO flats.

If you have green fingers, you’ll be glad to know that the BTO flats will be surrounded by community gardens!

Located minutes from Boon Keng MRT, these BTO flats will likely be highly sought after given their central location.

Eager applicants may want to note that the BTO flats will be right next to Kwong Wai Shiu hospital, as well as the upcoming Kallang Polyclinic. There will also be a few temples right across the road from the BTO flats.

Mustafa Centre will be only a 15-minute walk away. From toothpaste to cameras, you’ll be able to find anything and everything here, and the best part is it’s open 24/7!

Unlike typical HDB estates, there aren’t many schools around the area, so parents may need to travel out further when taking the kids to school.

Only 626 BTO flats will be launched here, so you can expect some tough competition.

These three BTO projects are in slightly different locations, but all in the hot Toa Payoh / Bidadari area. ParkEdge and Bartley GreenRise will be nearer to Bartley MRT, while Alkaff Breeze will be closer to Woodleigh MRT.

All of these Toa Payoh BTO flats will be within walking distance to the upcoming Bidadari park. As its name suggests, Alkaff Breeze will be just across the road from Alkaff Lake, one of the park’s highlights. Apart from this tranquil water body in Bidadari Park, residents can look forward to a 700-metre heritage walk showcasing Bidadari’s history.

Maris Stella High School and Cedar Girls’ Secondary, both popular schools, will be located very close to the BTO flats.

Conclusion: Which BTO should I pick in Feb 2021?

If you’re looking for the most affordable option, West Hill @ Bukit Batok is the one. The next cheapest option would be Parc Woods @ Tengah, which boasts slightly better accessibility (it’s nearer to the MRT (JRL)). You’ll also have slightly better access to amenities for daily needs in the form of neighbourhood centres.

The Kallang/Whampoa and Toa Payoh / Bidadari BTO flats fare less well in terms of proximity to such amenities. However, although there are fewer neighbourhood centres close by in those areas, they make up for it with their central location and close distance to the MRT. This is why they (very unsurprisingly) carry a significantly higher price tag.

If you’re eyeing the Kallang / Whampoa or Toa Payoh / Bidadari projects, be prepared for tough competition. In 2016, there were 1,039 applicants fighting for 236 5-room BTO flats in Bidadari. For Kallang/Whampoa, there were an astounding 7,084 applications for only 850 BTO units in February 2019.

Those with bigger families will be glad to know that all four projects offer 4-room units, with the Bukit Batok and Toa Payoh / Bidadari projects offering larger 5-room units. If you prefer a home near the MRT, all the BTO projects offer that, with the exception of Bukit Batok. Want to live in a more green and tranquil environment? The Toa Payoh / Bidadari and Tengah BTO projects might be suitable for you.
