Gibraltar Crescent site to house Singapore’s first dementia care village

A site at Gibraltar Crescent has been put up for sale by public tender to pilot a dementia care village. In a joint release, the Urban Redevelopment Authority (URA) and the Ministry of Health (MOH) revealed that the site will be specifically designed to provide a safe, home-like environment wherein residents are assisted to live independently.

Tailored programmes and services will be offered to create meaningful social interactions and participation among residents.

“As a new residential option catering to individuals with varying stages of dementia, this pilot complements the home-based care and dementia day care services available today,” said URA and MOH.

“We hope that the pilot will offer insights into market demand for such facilities and the community needs of persons with dementia, which will contribute to the development of suitable dementia care models in the future.”

Comprising a cluster of 10 state bungalows, the 30-year leasehold site is situated near Sembawang Park. It spans two plots of land, with the larger plot measuring 26,350 sq m, while the other measures 1,756 sq m.

A concept and price revenue tender will be adopted to evaluate the tenders for the site to ensure that the chosen concept proposal is aligned with the government’s vision for the dementia care village.

Tenderers, under this system, are required to separately submit their tender prices and concept proposals.

“The concept proposals will be first evaluated against a set of criteria specified in the tender. The criteria include an assessment of the suitability of the proposed overall model of care for persons with dementia, as well as the quality of the care programmes and services,” explained URA and MOH.

“Only concept proposals that are shortlisted will proceed to the second stage for evaluation, which will be based on price only.”

Thereafter, the site will be awarded to the highest bidder.

The tender for the Gibraltar Crescent site closes on 19 November.
