The Friends actor died at the age of 54 on October 28, having been found unresponsive in a hot tub at his California home.
Appearing on CBS Mornings to promote her new book 'Have I Told You This Already?', Graham, who played Lorelai on Gilmore Girls, was asked about her personal friendship with Perry.
"No one made me laugh as hard, just tears streaming," she said. "Such joy in being around him and being his friend.
"I'll say that this last year, he was so proud of the book he wrote and how many people it touched, and it was a success that gave him a level of happiness that I hadn't seen in him for a really long time. So that's a nice memory.
"I'm still in shock, it's just a really tragic loss and he leaves his beautiful work behind and that's something to be thankful for, and the book really meant something to him, and so it was a really happy year for him."
Graham added that there is no "formal discussion" about more Gilmore Girls, but said she should "never say never" since they didn't expect the Netflix revival to happen.
