This is to avoid monopoly in the transport industry.
The government will review its private-hire car (PHC) regulations including possible licensing of booking service operators such as Grab and Uber.
At the Ministry of Transport’s Committee of Supply Debate 2018, Second Minister Ng Chee Meng said “the the sheer size of the PHC industry means that the actions of PHC booking service operators affect a significant number of commuters and drivers today [however] there are limitations to our current regulatory regime”.
Currently, PHC regulations primarily focus on protecting the safety and interests of commuters by licensing PHC drivers and PHCs. The PHC booking service operators, on the other hand, are required to only despatch licensed drivers and cars.
“We are reviewing the broader regulatory framework for the P2P (point-to-point) sector, including studying how to structure the industry and license PHC booking service operators. Licensing will give the Government a broader range of regulatory levers to ensure that the rapidly evolving PHC industry grows in a manner which meets the needs of commuters, drivers, and our broader transport policy,” Ng added.
