Ricky Corpuz, the president of the Association of Barangay Captains in the National Capital Region, said that although the group supports the programs of President Rodrigo Duterte against illegal drugs, he believes that the barangay elections in October must still push through.
This, despite President Duterte’s proposal to postpone the elections and just appoint barangay chieftains.
He notes that it would be better to hold an election so that the people will be given the opportunity to choose who they want to lead their barangays.
“Anong qualification? anong criteria nya? Baka mamaya yan pa yung tinalong mga incumbent barangay officials naayaw ng tao tapos without any vote or without any approval of the people ilalagay natin baka magulo,” ABC NCR president Kap. Ricky Corpuz said.
(What are the qualifications? What will be their criteria? There might be chaos if they will appoint the barangay official candidates defeated by the incumbent barangay officials.)
As for the barangay heads involved in illegal drugs, Corpus said it would be better to just remove them from office like what is being done in the police force and government officials.
Likewise, Corpus also notes that the Congress should thoroughly assess first if the proposal to just appoint and not elect barangay chieftains does not violate the Constitution.
There is also a need, he said, to determine the basis for appointing barangay officials.

He also proposes to extend the barangay officials’ term citing instances in the past wherein terms of barangay officials were extended due to election postponements and after Congress acted upon.
On April 4 to 7, the league of barangay captains in the country will hold a general assembly wherein the President’s proposal will be one of the main agenda.
After returning from an official visit in Thailand, President Duterte said he is contemplating on just appointing the barangay captains, citing reports that about 40 percent of the incumbent barangay chieftains are involved in narco politics.
Given such situation, the President said it would be difficult for the country to achieve a clean and honest election with politicians being supported by drug money.
“We are looking for a way to appoint na lang the barangay captains but the mechanism of how to go about it, select them… but I’m going to compromise with the church and everybody. They can nominate… if PDEA, police and the military say that they have no connections with the rebels, that’s one, second is that they are not into drugs, and third is that they are not the leaders of the politicians,” said Duterte. — Rey Pelayo | UNTV News & Rescue
