Lingkod Bayan Award For ‘Oca’

CITY OF SAN FERNANDO, Pampanga - The mayor of this city, Oscar S. Rodriguez, will receive this year's Presidential Lingkod Bayan Award for "outstanding performance and exceptional service to the government," documents from the Civil Service Commission (CSC) released on Friday revealed.

In his letter dated September 12 and addressed to Mayor Rodriguez, CSC Chairman Francisco T. Duque III said that as 2012 Presidential Lingkod Bayan awardee (individual), the mayor will receive a Presidential Plaque and Medallion, automatic salary increase equal to the next higher position, and a cash reward of R200,000.

Rodriguez will be conferred the award on September 19 at the Rizal Ceremonial Hall of Malacañang and serve as the highlight of the Conferment of Awards for Outstanding Public Officials and Employees in celebration of the Philippine Service Anniversary.

In 2005, "Mayor Oca" ranked fourth among all city mayors worldwide in the World Mayor Project with his local government unit being a model in private sector mobilization and he as a model leader and resource speaker on "horizontal governance" in various countries.

Under his leadership, the City of San Fernando (CSF) was elevated in 2010 to Hall of Fame for Executing Strategy (Palladium Balanced Scorecard) awarded by Norton and Caplan, Harvard, Massachusetts.

Under his leadership in 2011, CSF was also elevated to Hall of Fame as a Business-Friendly City by the Philippine Chamber of Commerce and Industries (PCCI) Philippine Business Conference (PBC).

The city also earned the Galing Pook 2008 award for "making governance a shared responsibility."

It was also awarded by the Central Luzon League of Governors as Best LGU (local government unit) Practitioner in Streamlining Business Permit Issuance Rodriguez is the concurrent President of the League of Cities of the Philippines and the Executive Vice President of the Union of Local Authorities of the Philippines (ULAP).

The Honor Awards program is an annual undertaking of CSC that recognizes government officials and employees who have displayed outstanding work performance. The conferment of honor awards aims to motivate or inspire government employees to improve the quality of their performance and instill deeper involvement in public service.

Meanwhile, honored last night this year's outstanding Bulakeños through the Gawad Dangal ng Lipi awards at The Pavilion in Hiyas ng Bulacan Convention Center,here.

Bulacan Gov. Wilhelmino M. Sy-Alvarado said the annual search is one of the highlights of the Singkaban Festival celebration that recognizes today's modern heroes and outstanding sons and daughters of the province who excel in their fields of expertise.
