Man who flashed woman while out on bail for molest offence jailed 6 weeks, 5 days
He molested a woman while on the platform of an MRT station and was arrested for the crime.
However, while out on bail for the offence, Soo Fook Khan flashed his genitals at another woman – this time at the pick-up point of another MRT station.
Soo, 47, was jailed for six weeks and five days on Thursday (13 December) after he pleaded guilty to one count of molest and one count of committing an obscene act.
One count of stealing a pair of panties from along a HDB flat corridor was taken into consideration for his sentencing.
Early morning strike
Soo, a maintenance officer at a hospital, was at Pasir Ris MRT station on the morning of 11 March last year when he spotted a 28-year-old woman.
At about 6.30am, the woman was waiting for the train at the platform when Soo moved to stand behind her. The woman assumed that he was queuing for the train.
As the woman boarded the train, she felt a bump on her right buttock. She turned to see Soo standing close to her.
She shouted at Soo and the latter ran down the stairs from the platform and fled. The woman gave chase but was unable to catch him. She lodged a police report two days later.
Soo was later identified and arrested. He admitted that he had moved closer to the woman to touch her.
“He moved slowly in order to position himself directly behind the victim. He then attempted to brush the victim’s buttock with his groin but did not manage to do so on the first occasion,” said Deputy Public Prosecutor Sruthi Boppana.
Soo then inched even closer to the woman and managed to bump her buttocks on a second attempt.
Offended while out on bail
Three months after the offence, Soo offended once more while placed on bail.
On 11 June, a 47-year-old woman was standing at the pickup bay at Marymount MRT station when she saw Soo at the other end.
After a few minutes, the woman felt someone standing behind her. Feeling uncomfortable, she shifted away.
When she turned around, she saw Soo with his pants unzipped and his genitals exposed.
The woman immediately called the police and Soo fled. He later admitted to touching his genitals in the presence of the woman.
According to DPP Boppana, Soo was diagnosed with schizophrenia by an Institute of Mental Health psychiatrist. However, no causal link was found between his condition and his offence.
For molest, Soo could have been jailed up to two years, fined, caned, or received any combination of the punishments. For committing an obscene act in public, he could have been jailed up to three months, fined, or both.
