Man jailed 12 weeks for taking upskirt photos of women

He had been taking upskirt photographs of random women with his mobile phone until one day, a witness caught him doing the same to a woman sitting opposite him in an MRT train.

When the police seized Allen Lim Heng Keat’s mobile phone, they found 75 upskirt photographs and screenshots of 21 unknown women. The identities of these victims are unknown. There were also other obscene images which Lim confessed to downloading from the Internet.

Lim, 48, was on Thursday (4 May) jailed 12 weeks after he pleaded guilty to seven counts of insulting the modesty of a woman. The other 17 charges, which include possession of obscene photographs, were taken into consideration.

Lim, who is self-employed, admitted to the police that he had been taking upskirt photographs from June to August last year. He would take them in MRTs, shopping malls, and at escalators at locations such as Paya Lebar Square, Capitol Piazza, and Somerset MRT station.

He would put his Samsung handphone under his victims’ skirts to take photos or record videos, said Deputy Public Prosector Du Xuan.

Lim was caught on 17 August last year when a witness observed him taking photos of a woman in a skirt who was sitting opposite him in the train. When Lim tried to alight, the witness gave chase and Lim was detained at Buangkok MRT station.

The prosecution asked for six weeks per charge and for two of the jail terms to run consecutively.

In mitigation, Lim’s lawyer Peter Ezekiel said that Lim’s personal issues had put him under “tremendous stress”. His wife has cancer while his daughter has Asperger’s syndrome, said Ezekiel.

He added that Lim had gone through a psychiatric examination where he was assessed to have voyeurism, and that Lim was recovering from the condition.

In sentencing Lim, District Judge Bala Reddy said that Lim didn’t show a condition that warranted a Mandatory Treatment Order.

For insulting the modesty of a woman, Lim could have been jailed for a year and/or fined.
