MSF unveils new bidding system for pre-schools

In a bid to keep pre-school education within HDB estates more affordable, the Ministry for Social and Family (MSF) Development has announced a new bidding evaluation process for commercial child care centre operators.

Under the revised bidding exercise, bids for HDB sites to be developed as pre-schools will be assessed based on several factors and not solely the bid price, according to MSF Acting Minister Chan Chun Sing.

Bid amount will make up 50 percent of the score, while the remaining 50 percent will be divided among the affordability of the childcare centre fees (20 percent), the operator's track record (15 percent), quality of programmes (10 percent) and whether the programmes promote community integration (five percent).

Meanwhile, the first two sites to come under the new process are located at Punggol Field and Teban Gardens Road. Interested commercial operators will have until today (14 June) to bid for the site.

MSF added that it may also soon apply the same process for "child care centres located in other state-owned premises."
