According to CBS News, "Officials say they are examining whether the words point to a motive, possibly related to insurance companies' responses to claims."

Reuters is reporting that the phrase is similar to a 2010 book that takes aim at the insurance industry called Delay, Deny, Defend.

Book cover: "Delay Deny Defend" by Jay M. Feinman. Subtitle: Why insurance companies don't pay claims and what you can do about it

According to the description of the book on Amazon, "Insurance companies now often try to delay payment of justified claims, deny payment altogether, and defend these actions by forcing claimants to enter litigation."

One review on Amazon says, "I suggest for everybody to read this book to get the real story of why we are paying so much in premiums and to know why our claims are been delayed, denied and defended by the Insurance companies. Great book, a must read."

While the motive is still unknown, and this is merely just a theory, New York City Police Commissioner Jessica Tisch said, "Every indication is that this was a premeditated, pre-planned, targeted attack."
