Fifteen people were killed in floods and landslides caused by heavy rains in the southern Philippines, the national disaster relief agency officials said Monday. Some 199,000 people were also displaced by the floods in 10 provinces in the southern region of Mindanao, said Rey Balido, spokesman for the national disaster relief agency.
