MANILA – Senator Panfilo Lacson has clarified recent reports that he called Philippine National Police Director General Ronald Bato dela Rosa “arrogant” following a discovery by the Commission on Human Rights of a secret jail inside the Manila Police District Station 1.
Amidst the issue, the former director general of the PNP believes that the concerned police officials should have taken immediate action to address the irregularity.
“Hindi pupuwede ang secret prison cell. So doon pa lang dapat may action taken against the police officers concerned. Relief, that’s an administrative act or sanction,” Sen. Lacson said. The senator also stressed that the PNP should conduct its own investigation on the matter, which Lacson emphasized, is a violation of the law.
In line with this, Senator Bam Aquino has filed a resolution asking the higher chamber of Congress to investigate the alleged operation of the secret jail.
“Kasi kapag may mga abuses po tayo, maititigil lang yan kung talagang seryso ang PNP sa pagbibigay ng sapat na parusa sa mga pulis na nagkamali,” Sen. Aquino said. (Abuse will only stop if PNP is serious in imposing appropriate punishment to erring policemen. )
Based on the resolution, CHR-NCR Regional Director Gilbert Boisner stated that there are no records found concerning the arrest of the 12 detainees found in the hidden cell at Raxabago Police Station in Tondo, Manila last April.
The families of the detained individuals also said that the police demanded money from them amounting from P40,000 to P100,000 in exchange for the release of the detainees.
