The Russian authorities are obstructing the evacuation of civilians from Belgorod and Kursk oblasts, which have been raided by pro-Ukrainian Russian volunteer fighters, the Ukrainian Main Intelligence Directorate’s (HUR) spokesman Andriy Yusov told NV on March 14.

There is a growing desire among civilians in the oblasts to leave the combat zone for their safety, but "the local authorities not only do not facilitate evacuation, but also block transportation and communication arteries in every possible way, including by surrounding railway stations," he said.

The Freedom of Russia Legion, the Russian Volunteer Corps, and the Siberian Battalion, all composed of Russian citizens, crossed the border into Russia on March 12. They announced the start of an operation to “liberate the Russian Federation from dictatorship.” According to preliminary data, it is taking place in Russia’s Belgorod and Kursk oblasts.

The Legion later announced its control over part of the village of Tiotkino in Kursk Oblast, with the advance ongoing. The ASTRA Telegram channel, citing sources, reported that at least four Russian soldiers were killed, and nine others wounded in massive drone attacks and volunteer raids on March 12.

Russian dictator Vladimir Putin referred to the volunteer raid in an interview with propagandists, labeling it an attempt to disrupt the “elections” in Russia and gain leverage in the upcoming peace talks.

The Legion said that the raid in Russia would last at least until after the Presidential "elections" scheduled for March 15-17.

On March 14, the RVC called on residents of Belgorod and Kursk oblasts to evacuate immediately and announced that it would open fire on military targets in those oblasts in response to Russian shelling of Ukraine.
