Robredo files 'Full disclosure' bill

Neophyte Camarines Sur Rep. Maria Leonor "Leni" Robredo is officially a member of Congress.

This, as the wife of the Interior Secretary Jesse Robredo filed a watered-down version of the Freedom of Information (FoI) during the first day of the new legislative calendar in the House of Representatives.

In filing House Bill No. 21, Robredo wants every government departments and agencies to fully disclose their state budget and transactions to the public.

Titled Full Disclosure Bill, Robredo's piece of legislation mandates government agencies to reveal its budget as well as its financial transactions even without request from the public.

“This will allow our people to access the data at any time without the burden of technicalities and bureaucracy. Financial disclosure will augment our people’s efforts in creating a more transparent and accountable government,” Robredo explained.
 
“Government funds are hard-earned money of the people that should be spent judiciously and for the common good,” she added.

Robredo's bill took an inspiration from her husband's first initiative implemented under DILG Memorandum Circular No. 2010-83 that was issued in August 2010.

The circular ordered all local government units and DILG regional offices to report their finances as well as biddings and public offerings.
