Senate finalizes bill on creation of Dept. for Human Settlement and Urban Development

QUEZON CITY, Philippines — The Senate Bill 1578 that seeks the creation of a Department for Human Settlement and Urban Development (DHRUD) is on its final phase.

According to Senate Committee chair on Urban Planning, Housing and Resettlement, Senator JV Ejercito, once the bill is enacted into law, six agencies including the National Housing Authority (NHA) and the Housing and Urban Development Coordinating Council (HUDCC) will be transferred under one agency.

The measure would combine the administrative functions of HUDCC with the planning and regulatory functions of the Housing and Land Use Regulatory Board (HLURB).

The four other agencies to be combined under the bill would be the Home Guaranty Cooperation; the National Home Mortgage Finance Corporation; the Home Development Mutual Fund; and the Social Housing Finance Corporation.

The creation of the DHRUD will help solve the recurring problems on government housing projects such as inaccessibility, substandard materials and slow-paced construction works.

Nicanor and Carmela have been living in a shanty by the creek along NIA Road in Barangay Piñahan in Quezon City.

They once received a housing unit from the government located in Morong, Rizal. They decided to return to their shanty home in the city because it is way nearer to their source of income than the housing unit in Rizal.

“Kung doon pa sila uuwi, kulang na ang kita nila kainin pa naming,” argued Carmela.

It will also address the current housing backlog of 1.2 million units across the country which is feared to reach up to 5 or 6 million in four-years time.

“Sana ang maging trust natin ang maging challenge ng housing industry. Wala na dapat tawaging squatter sa sariling bayan in 20 years time,” Senator Ejercito said.

“So nandoon parin sa NHA, a corporation. But this time instead under siya sa Office of the President it has become an attached agency to the Department of Human Settlements and Urban Development,” he explained further.

Ejercito said President Rodrigo Duterte is likely to sign the bill before the year ends. – Marje Pelayo (with reports from Rey Pelayo)
