Small-group activities to resume in secondary schools, JCs, IHLs
SINGAPORE — Secondary schools, junior colleges and institutes of higher learning (IHLs) will be allowed to conducted activities in sub-groups of up to five persons while masked from Wednesday (10 November).
The Ministry of Education (MOE) said in a media release on Monday that this resumption of activities will also apply to secondary/senior sections of Special Education (SPED) schools, as well as Millennia Institute.
"This is in view that our student population above the age of 12 in schools and IHLs have high vaccination rates, which puts us in a good position to resume more elements of school life, with appropriate safeguards," the ministry said.
In addition, these educational institutes will pilot the resumption of team sports formats to allow a group of up to 10 fully-vaccinated persons (including players, coach and officials) to play together.
As part of this pilot, participants will be required to produce a valid negative antigen rapid test (ART) result on-site prior to each game. MOE will review the outcome of these pilots to prepare for scaling up of these sports activities next year.
More school-life elements to resume from January
From January, MOE will continue to resume more elements of school life for secondary schools, JCs and Millennia Institute, including activities which have been suspended or disrupted previously.
These include the flag-raising ceremony, assemblies, learning journeys, co-curricular activities, National School Games and the Singapore Youth Festival.
Likewise, IHLs will also look to bring back more aspects of campus life such as more in-person lessons and student activities, and larger scale IHL sports events.

Arrangements for opening day of school next year
MOE also said that only Kindergarten 1 children in MOE kindergartens and Primary 1 students, including from the primary/junior sections of SPED schools, will report to their schools for the first day of school on 4 January next year.
One parent/guardian will be allowed to accompany their K1 or P1 child/ward to their new school to help them better adjust to the new environment and routines.
K2 children and P2 to P6 students will return to school on 5 January. This is to better facilitate the safe return of students at the start of the school year and ensure that safe management measures can be implemented effectively.
