Uruguay to limit pot buyers to 10 grams a week

MONTEVIDEO, Uruguay (AP) — Uruguay is still writing the rules for its legal marijuana market, two weeks overdue now, and President Jose Mujica has asked that no details be released until the regulations are finally published on Friday or Monday.

But The Associated Press has learned the reason for the delay, as well some important details about the system.

An official in the drug control office, speaking on condition of anonymity because the rules aren't final, says the law didn't include taxing pot sales, so authorities are developing fees to match highly taxed alcohol and cigarette sales. Another problem figuring out how to trace the plants from seed to smoke.

To thwart illegal resales, licensed users will be limited to 10 grams weekly. Pharmacies won't sell the 40 grams a month all at once.
