No foul play suspected in death of Cisco officer: Police

By Faris Mokhtar and Fann Sim

Police said no foul play is suspected in the death of a 25-year-old auxiliary police officer from Cisco who was found dead inside a toilet cubicle at VivoCity shopping mall Thursday evening.

In its statement, police said there was a gunshot wound to his head and that his service revolver was found beside him. Investigations are still on-going.

On Thursday evening, the police had received a call about an injured person at about 6pm. Paramedics were dispatched and the man was pronounced dead at 6.30pm.

The body was first discovered in a toilet cubicle on the first floor of the building by a security guard working for the mall, said a police spokesman. The cubicle was believed to be locked from inside.

Deryl Ang, commander of auxiliary police force Certis Cisco, told Yahoo! Singapore that the deceased was a Malaysian national who had been employed with the company for the last three years.

He had been deployed as a security officer at the Citibank branch in the mall but a spokesperson for Cisco told Yahoo! Singapore that the deceased was off-duty at the time the incident occurred.

It is understood that his parents are also currently in Singapore. It was also earlier reported that a gunshot was heard being fired.

Meanwhile a spokesperson for Citibank told Yahoo! Singapore that the deceased was a relief officer who had finished his duty and left for the day.

“We are deeply saddened to hear the news of the passing of the Certis Cisco security guard. We will work with the Police to provide whatever information is required to assist their investigations,” said the spokesperson.

When Yahoo! arrived on the scene later in the evening, the area around the first floor toilet beside Goldheart Jewellery was still surrounded by a police barricade.

A crowd of 50 people were still seen milling around the area but gradually dissipated as the shopping centre, which had extended its shopping hours until 11pm for last-minute Christmas shopping, closed its doors. The police moved the corpse out of the toilet about 11.40pm and investigations are continuing.

Danny Tan, who works at Camomila, a shop directly beside the toilet, said he didn't hear any gunshot fired because of the noisy conditions at the shopping mall around the time. He added that a steady stream of customers was around the area at the time due to last minute Christmas shopping.

"Even if I did hear something exceptionally loud, I would assume it to be from the restaurants nearby," he said.

This is not the first time a shot has been fired by a Cisco officer in a toilet. Earlier this year, a 28-year-old officer accidentally fired his service revolver inside a toilet at Bukit Gombak MRT station while on duty.

From 2000 to last year, there have been over 20 reported cases about police or auxiliary police officers firing their weapons. Of these, 10 were suicides and four were accidental discharges.

In 2002, a 50-year-old officer, Constable R. Sathasivam, committed suicide after failing in his attempt to murder his estranged wife at her workplace.

Certis Cisco is one of five commercial Auxiliary Police forces that provide armed security officers to government organizations as well as private companies or individuals in Singapore.

Life is no simple and easy in Singapore. Long hours of work, little pay, how do you expect to live life happy with your family and love ones. Many of these people who end their life find it meaningless becos they encounter obstacles in their family or relationships. Long hours work has already toiled in your time and left you very little to solve your personal problems.

      I was a ex-cisco and a singaporean.
Income in cisco is really low .. and everything is earn by Overtime.
I myself does not understand how does cisco officer could misfire his weapon when properly holstered and also , the weapon trigger is really hard compare to infantry rifles. You have to exert a certain amount of strength before the weapon could be fired.

As for training wise, i do agree, it does lacks alot compare to the army service here.
Majority of the courses here can be easily passed even if you didnt do it well.
Even with IPPT, They only care about 2.4km run because singapore inspectors from the police force usually would inspect their ippt. But in the end , other stations are ignored even with zero chin up.

And yes as for bank off duty periods, usually there a time for picks up at a pick up location like about 20 -30 minutes later for the latest various bank closure time there. There will be time for them to loiter about with arms. And arms are only safe kept at headquarter armory.

Cisco lacks manpower. I suppose you can figure out why and not need explaination on this lol.
And in each sector , many politics are applied and each has their own high level of stress.

There is some good officers in there thou, one that works hard but doesnt get promoted too.
Same as other Auxilary jobs around. Aetos , Sats.

I agree wif u, the basic is so little that u hav to clock in alot of overtime...
and also they lack manpower so overtime they cant choose, they have to work all those long hours shift then sleep 2 hrs and come back work
And yes it is true that there are alot of gd ppl who work thr for so long yet still getting the rank of private cadet
as I am working in AETOS

I once comtemplated suicide when I was at the lowest point of life [who doesn't? being a Singaporean]. I've read many cases of suicide and how others commenting on it says not to do it. So I gave it a long hard thought. And I called SOS helpline. UNFORTUNATELY, THE HELPLINE WAS MORE INTERESRTED IN STATISTICS, LIKE MY AGE, MY WORK ETC, NOT ONCE DID THEY QUESTION WHAT HAPPENED TO ME AND HOW I WAS FEELING.

      So I cut myself.

Looking back, im lucky i was saved by the ones who truely love me. The SOS helpline idiot was lucky i didn't die.

I dont know what is your reason for suicide. Life is too short for misplaced trust and love. Cherish yourself and those who truly love you.

There is always a way to solve everything in life whether you have money problems, social problems, domestic..etc etc.....all you needed to do is to brave and face it no matter whatever the results might it be, there is always a solution for you..its not an easy decision to give your life away especially to normal people..it would take one to snap and breakdown ,blank..usually there is a tell tale sign to this kindda situation. Anyway, may the dead rest in peace...amen..

No one should have to die in this manner, condolences to his loved ones. Cisco should relook into their policy of arming their officers. Is there really a need for auxiliary police to bear guns in Singapore? Would Tasers be a better option? This is not the first time such an incident has happened.

Whatever happened, it's a sad story. It seams to be veryhard to live in Singapore since there are so many cases of suicide. The cause can be anything from splitted family, financial problem or depression. A suicide case will be investigated to make sure there were no foul play. Then surely the case will be closed. I just watched a TV-serie "The Forgotten". It is a group of voluntaries who investigate the case fully to give the deceased a history. Maybe we need this kind of group in Singapore?

Life is tough in Singapore, not only for locals but for foreigner as well. People came here thinking that Singapore is their passport out poverty from their home country.

Low salary, high cost of living and extremely tough job conditions makes it very very difficult to survive.

Young people now a days are not built the same way as our forefathers. In the old days, the saying, "When the going gets tough, the tough gets going" is like a battle cry for almost all of them.

Now, young people tend to get frustrated and depressed when things doesn't go their way. The weaker ones opted to the easier way out which is suicide.

This really is an unfortunate incident. What I know is that the police has a system in place to monitor the emotions of their officers. If an officer is depressed, undergoing some stress such as divorce, break ups or in debt, they are relieved of their revolver. Why is it that the auxiliary police forces do not have such measures in place?

Well, is there any shot wound to prove that he killed himself? The fact was, is the gun still there with him? So what the door is look from inside.

This case(and many similar cases) highlighted a critical but true issue of firearms discipline among our commercial officers, which appeared to be mostly foreigners without proper police or Army training. Have anyone ever wonder this: All our key installations like the airports and ports, are guarded not by our countrymen, but these foreigners who are without Police or Army trainings? Sometimes I really worried whether they can handle anyone(not even terrorists) with ill-intentions trying to force entry into the compounds these officers are suppose to guard? Worst still, are they able to fend off possible snatching of their arms by attackers? I have serious doubts on them. Including their handling of their firearms.

Too many Malaysian are in Cisco and many local are conscript into National Service. Just wonder in time of national crisis how much of our National safety will be compromise as most of the Cisco guard are deployed to some sensitive areas.

Is it longer working hours (12-14 hrs) a day at a lower wage scale that result in Cisco HR policy recruiting many from across the border. In no time may be more China man too. This is real scary.

Pay well and reduce the work hours and get the Blue Singaporean in. With such a long hours dont you think they are not tired and in the event of any crisis still got the staimina.

Temasek high flier just try standing for 8 hours a day and see how far you could go.

Worked in a bank before and was friend with the Cisco guard who's a 27 yr old Malaysian. Everyday I'll learn a little more about him and found out that he's actually very unhappy being a Cisco guard as he has to wake up super early at around 4am and travel all the way from JB to Singapore on his motorbike to report at Cisco HQ in the wee hours and can only return home at around 8pm?? He was tied down by the contract and couldn't quit as he would have to pay ~3K SGD which was his 3 months pay! Its a miserable job.

Young officer more emotional. For the public safety cisco should provide regular counseling to their staff taking into consideration that they are always armed.

The Cisco guard who shot himself with a service revolver was reportedly off duty. Are off duty security staff allowed to keep fire arm whilst off duty. Whatever is the answer it is time for a review and/or investigation to be carried out to avoid a recurrence.

Hold on peeps! I think the rational why he chose to end up his life in a tragic way, perhaps, he is not getting a reasonable amount of bonus. Could be a financial burden as families may expect for more or whatsoever. In my experience, the men on the ground tends to be treated like a slave, working overtime round the clock but the ultimate pay is a peanut!! The "atas" officer, who shake legs under the table, getting well paid and fat bonus and not only that, easily being ranked up! Hmmm...something we should ponder.
