Man jailed, fined for uttering racial slurs, stomping on woman's foot, and splashing soup at 2 men

SINGAPORE – An unemployed man who got into a lift at Changi Airport told a construction worker from India to get out and uttered racial slurs at him, a court heard.

The victim recorded part of the exchange and uploaded the video on the police’s Facebook page.

At the State Courts on Friday (26 July), the perpetrator William Aw Chin Chai was jailed for four weeks and fined $1,000. If he is unable to pay the fine, he will have to spend another five days in prison.

The 47-year-old Singaporean pleaded guilty to three charges - wounding racial feelings, causing hurt and using criminal force. All the charges relate to separate incidents.

Another count of theft was considered in sentencing.

On 3 August 2018, the 33-year-old construction worker entered a lift at the airport’s Terminal 2 arrival hall. He was slated to perform installation works at the MRT tunnel at the airport.

Aw was inside the lift. As the construction worker entered, Aw told him, “You f***ing dirty people, go out”, “F*** off”, and “I don’t like to take with Indian, you smelly”.

The victim later made a police report. The video which was recorded by the victim was also played in court.

A month later, on 14 September, Aw ate a bowl of soup noodles at the coffee corner at Singtel Comcentre in Exeter Road. About 10 minutes later, he walked over to two unknown men and splashed his bowl of soup at them before walking off.

One of the men had to wipe the soup off his pants and briefcase. The building’s chief security officer made a police report. The incident was captured on CCTV.

Earlier that year, on 18 January, Aw stepped on the foot of a 49-year-old woman inside a lift at National University Hospital.

No reason was given in court for Aw’s actions.

On 27 June 2018, Aw also stole four 500ml bottles of ‘Food Republic’ mineral water worth $1.50 each from another person.

For wounding racial feelings, Aw could have been jailed for up to three years and fined.

He could have been jailed for up to three months and fined up to $1,500 for using criminal force.

The maximum punishment for causing hurt is up to two years’ jail along with a fine of up to $5,000.
