Man who spied on woman in Pull&Bear changing room jailed

SINGAPORE — A peeping tom entered the changing room of a clothing retailer at VivoCity in order to spy on a woman changing next door, a court heard.

But the victim spotted Shen Guowei’s reflection in the mirror whilst she was undressed - he was looking at her through the gap at the bottom of their adjacent changing rooms.

Police investigations revealed that he had earlier also taken upskirt videos of two colleagues at work and possessed obscene films on his computer.

At the State Courts on Monday (25 November), Shen, a 37-year-old Singaporean, was jailed for four weeks and fined $5,000.

The IT assistant pleaded guilty to two charges of insulting the modesty of a woman and one count of possessing obscene films.

One charge each of insulting the modesty of a woman and possessing obscene films were considered in sentencing.

Victim saw perpetrator’s reflection in mirror

At about 11am on 16 September last year, Shen saw the 30-year-old victim at the Pull&Bear outlet at VivoCity. He found her attractive.

She took a few pieces of clothes and went to the changing room. He followed her and entered the changing room beside the victim.

At about 11.15am, the victim who was undressed saw Shen’s reflection in the mirror. She turned and saw him looking at her through the gap between the two rooms.

The victim immediately got dressed and asked a member of the shop staff to call the police.

Took upskirt videos of two colleagues

Investigations revealed that Shen had also taken upskirt videos of two colleagues.

On 19 January last year, he asked the second victim to come over to his desk to fix an issue with her laptop.

He then activated the video recording function on his iPod Touch, went behind the victim and positioned the device underneath her skirt. He recorded a video of her inner thighs that was 12 minutes and 54 seconds long. The recording was stored in his personal computer.

On 5 November 2015, Shen also recorded an upskirt video of a third victim, who was another colleague, at the same office also using an iPod Touch.

Shen’s computer also had five pornographic films which he had downloaded from the Internet.

The maximum punishment for insulting the modesty of a woman is up to one year in jail along with a fine.

For having obscene films, Shen could have been fined up to $40,000 and also jailed for up to one year.
