MOE to raise bursary for part-time university, diploma students

SINGAPORE — From 2020, Singaporeans enrolled in part-time undergraduate and diploma courses subsidised by the Ministry of Education (MOE) will enjoy enhancements to the MOE Bursary, which will be renamed the Higher Education Bursary.

In a media statement on Tuesday (17 December), MOE said that it will introduce an extra income tier for the bursary to strengthen its support for students from lower-income families.

Original tier to split into two

The original tier, for families with a gross monthly household income (GHI) equal to/below $6,900 or a monthly household income per capita (PCI) equal to/below $1,725, has been split into two tiers.

The first tier is for families with a GHI equal to or below $4,000, or with a PCI of $1,000 or below. Part-time undergraduates from this tier will qualify for an annual bursary of $2,500, while part-time diploma students will qualify to receive an annual bursary of $800.

The second tier is for families with a GHI between $4,001 and $6,900, or a PCI between $1,001 and $1,725. They will also enjoy an increase in their annual bursaries, from $1,350 to $1,600 for part-time undergraduates, and from $600 to $660 for part-time diploma students.

The third tier – for families with a GHI between $6,901 and $9,000, or a PCI between $1,726 and $2,250 – remains unchanged. Part-time undergraduates in this tier receive an annual bursary of $700, while part-time diploma students receive $300.

About 2,100 Singaporeans to benefit

MOE said that about 2,100 Singaporeans are expected to benefit from these bursary enhancements in the next academic year. It is estimated that the government will be investing $2.8 million per annum for the part-time bursaries, up from the current $1.8 million.

It said that these enhancements, together with the bursary enhancements for full-time students announced in this year’s National Day Rally, will provide greater support for Singaporeans pursuing their academic aspirations, regardless of their financial background.
