Playground flasher fined $3,000 for exposing himself to boy with low IQ

The elderly man smiled at a 12-year-old boy at the playground, attracting the attention of his mother.

However, when she looked over at Chua Swee Chiang, she saw that the 60-year-old man’s penis was exposed through the opening in his shorts.

When the mother confronted him over his actions, the latter fled.

At the State Courts on Monday (8 April), Chua – who works as a housekeeper – was fined $3,000 for committing an obscene act in a public place.

Chua admitted to exposing himself to the mother and her son, who has a low IQ and attends a school for children with special needs. The woman cannot be named due to a gag order imposed to protect her son’s identity.

Approached victim at playground

The court heard that on the night of 16 April last year, the woman was at a playground in Bedok with her two sons – the victim and her other five-year-old boy.

At the time, Chua had been sitting on a cycling machine while wearing loose black shorts and no underwear. Sometime around 10pm, the woman saw him smiling at her son.

When the woman looked closer at Chua, she spotted his penis exposed through the left leg opening of his shorts. She then turned her head away in shock.

The woman looked over at Chua twice more and at each time she saw that his penis was still exposed. She then confronted Chua, who ran away.

For committing an obscene act in a public place, Chua could have been jailed up to three months, fined or both.
