Road closures, extra security at Suntec for Asean Summit

Members of the public heading to the area around Suntec Singapore International Convention and Exhibition Centre next week should expect traffic delays due to road closures, as well as extra security measures, for the 33rd Asean Summit and related summits.

The road closures will begin on Sunday (11 November), in preparation for the summits which will be held from 13 to 15 November. They are:

  • From 10pm (11 November) to 5am (16 November): Extreme left lane of Nicoll Highway towards Esplanade Drive (between Middle Road and Raffles Boulevard).

  • From 10pm (12 November) to 5am (16 November): Two left lanes of Raffles Boulevard (between Nicoll Highway and Temasek Boulevard), Temasek Boulevard towards Rochor Road (between Raffles Boulevard and Fountain of Wealth roundabout).

  • From 11pm (12 November) to 11.59pm (16 November): Temasek Avenue (between Raffles Avenue and Raffles Boulevard), Raffles Avenue (Extreme right lane between Singapore Flyer carpark and lamp post 6F, two right lanes between lamp posts 6F and 14F).

“Motorists are advised to plan their journey early as traffic is expected to be slow moving,” said the Singapore Police Force, the Civil Aviation Authority of Singapore (CAAS) and the Land Transport Authority in a joint media release on Tuesday.

Enhanced Security Special Event Area

The area around Suntec – bounded by Bencoolen Street, Beach Road, Nicoll Highway, Fullerton Road and Victoria Street, among others – has been declared as an Enhanced Security Special Event Area from 13 to 15 November.

To ensure public safety and security, the Police will put in place strict security measures within this area. People entering this area during this period can be arrested if found with prohibited items, such as flammable materials, explosives and loud hailers.

Ban on drones, kites, captive balloons

CAAS will also establish a temporary restricted area over central areas in Singapore from midnight on 12 November to 11.59pm on 16 November, under the Air Navigation Order. During this period, the flying of drones and other aerial activities such as kite-flying and hoisting of captive balloons are not allowed within the restricted area, unless authorised.

“Offenders may be arrested and upon conviction, be liable to a fine not exceeding $20,000, an imprisonment term not exceeding 12 months, or to both,” the media release stated, adding that the drones will be confiscated.

Organisers of all public assemblies and processions within the Enhanced Security Special Event Area, whether indoors or outdoors, must apply for permits from the Police at this web address.

Leaders from 10 South-east Asian countries, as well as those from China, the United States, Japan and Russia, will be participating in the summits.
