SINGAPORE — After 11 years as the top sports administrator in the country, Sport Singapore (SportSG) chief executive officer Lim Teck Yin will be stepping down on 1 April next year.

According to a media release by Ministry of Culture, Community and Youth (MCCY),on Wednesday (21 December), Alan Goh - the deputy secretary (development and regulation) at the Ministry of Communications and Information (MCI) - is set to take over the reins at SportSG.

He will be appointed CEO designate from 15 February before taking over Lim as he steps down.

Lim, who was a multiple SEA Games gold-winning national water polo player in the 1980s and 1990s, joined SportSG as CEO in 2011 after serving in the Singapore Armed Forces for 30 years.

SportSG said in the media release that, as the driving force behind its Vision 2030 master plan, Lim helped create more sporting opportunities and access to playing spaces for Singaporeans, and leveraged sport to build a caring and inclusive nation.

He spearheaded the ActiveSG movement, achieving record memberships by introducing a host of programmes that provided options beyond conventional sports, and set up ActiveSG academies and clubs nationwide.

Lim was instrumental in SportSG responding to support the sport sector during the COVID-19 pandemic. The implementation of grants and blended initiatives helped preserve capabilities, protect livelihoods, and ensure that Singaporeans could continue to participate in sports.

He also played a pivotal role in driving plans to strengthen the disability sport ecosystem in Singapore. Through the SportCares initiative, inclusive opportunities were developed for persons with disabilities and seniors, and children and youth at-risk were empowered to use sport as a force of good.

In 2022, Lim oversaw SportSG’s takeover of the Singapore Sports Hub after it terminated its public-private partnership with the previous operator SportsHub Pte Ltd.

On the elite sports front, he also oversaw major breakthroughs such as swimmer Joseph Schooling winning Singapore’s first Olympic gold medal in 2016, and Loh Kean Yew becoming Singapore's first badminton world champion in 2021.

Incoming CEO led development of digital technology infrastructure

Goh, on the other hand, played a key role in leading MCI’s efforts in the development of digital technology infrastructure in Singapore, content and data regulation, and national security issues under MCI’s mandate.

He spearheaded the rapid setup of the Singapore Digital Office in 2020 in response to the COVID-19 pandemic, to promote the adoption of contactless digital payments by hawkers, coffee shop operators and micro-retailers, and the education of our senior citizens on digital knowledge and skills.

Prior to MCI, Goh served in the Republic of Singapore Navy and held various command and staff appointments in the Singapore Armed Forces and the Ministry of Defence.

Goh is a former competitive sailor in his school days, and previously served as vice-president of the Singapore Sailing Federation, and Commodore of the SAF Yacht Club. In addition to sailing, he is also a keen follower of local sports such as football, basketball, badminton, table tennis and swimming.

Edwin Tong, Minister for Culture, Community and Youth, thanked Lim for his stewardship and noteworthy contributions to SportSG and MCCY.

"Under his leadership, SportSG has made strides to enhance our sporting culture, delivering more robust programmes and services so that more Singaporeans can enjoy and benefit from sport," he said.

"We have much more to do, as we continue our aspiration to build up a sport ecosystem where our aspiring athletes can participate, excel, and aspire to greater heights. Teck Yin’s contributions over the past decade have given us a good platform from which to make those changes.”
