WASHINGTON (Reuters) - The United States did not notify the Libyan government before staging a secret raid to capture a suspected ringleader of the 2012 attack on a U.S. diplomatic compound in Benghazi, a U.S. official told Reuters on Tuesday, speaking on condition of anonymity.
