Woman fined for illegally providing massage services, falsely accusing client of molest

SINGAPORE — After being having her sexual services rejected, the owner of an outlet offering massages without a license later accused a client of molest.

Yu Shi Qi, 41, told the lie in a police interview after the Tunisian tourist argued with her about having the massage cut short. The police were later informed about the dispute.

Yu, a Singaporean, was fined $12,000 on Monday (23 December) after pleading guilty to two counts of running two separate outlets, Fu Man Tang Relaxation and SQ Beauty. Both were located in Far East Plaza and provided massage services despite having no license to do so. Yu was the sole proprietor of both establishments.

One count of Yu falsely accusing Mohamed Mizouni, 38, of grabbing her breasts, and another of operating the establishment for massage without a license were taken into consideration for sentencing.

Appearing in court, the tearful Yu said that she has since de-registered her business and asked for a second chance. Yu, who was unrepresented, apologised for the inconvenience caused to all parties involved.

She had previously been fined $700 for a 2017 conviction of operating a massage establishment in breach of the rules. According to a prosecutor, she had provided sexual services.

Facts of the case

On 25 April last year, Yu approached Mizouni when he walked past Fu Man Tang Relaxation and asked if he wanted a massage. She offered a full body massage for around $50 an hour or $30 for half an hour. Mizouni agreed and paid for a full hour of massage.

While in a partitioned room, Yu massaged Mizouni’s shoulders for less than three minutes before offering sexual services to him. Mizouni said that he was not interested, and the massage session ended there.

Feeling that the service was unacceptable, Mizouni argued with Yu. He later went to a security counter where a security officer called the police.

According to Yu’s charge sheets, Yu later claimed to a police officer during an interview that Mizouni had grabbed both her breasts with his hands.

A check on Fu Man Tang showed that the outlet was not licensed to provide massage services.

Despite being investigated, Yu carried on the business of providing illicit massage services in another outlet, SQ Beauty. A team of police officers that inspected the outlet on 24 September this year had walked in on a masseuse massaging a man.

Police Prosecutor Jeanice Lim sought a fine of at least $12,000, noting that after Yu found out Mizouni had reported her to the police, she alleged that he molested her.
