A Woman's Body Was Found in a Sleeping Bag on an N.Y.C. Street. A Crowd Swarmed the Suspect as He Was Arrested

The body of 31-year-old Jazmeen Williams was found July 5 in a sleeping bag next to trash bags on East 27th Street in the city's Kips Bay neighborhood

An ex-con was arrested and charged in connection with the death of a woman whose body was found inside a sleeping bag on a New York City street, authorities said.

On Monday, July 8, officers arrested Chad Irish, 55, on a charge of concealment of a human corpse after responding to East 27th Street and 2nd Avenue in the Kips Bay neighborhood on a report of a dispute, the NYPD said in a statement shared with PEOPLE. As he was being taken into custody, police said a “disorderly crowd” gathered and “became irate,” according to the statement.

According to reporting by ABC 7, someone in the neighborhood had identified Irish, who uses a wheelchair, as a possible suspect, leading to the dispute. Police said they had obtained surveillance video of a man in a motorized wheelchair transporting the body of 31-year-old Jazmeen Williams on East 27th Street, where it was discovered inside a plastic bag next to several trash bags on Friday, July 5, according to the outlet. When police opened the bag, they found Williams' remains inside a sleeping bag.

In a video cited by Fox 5, an angry crowd can be seen swarming the suspect as he’s being taken into custody on a stretcher, shouting profanities and seemingly trying to attack him before he was ultimately taken away in an ambulance.

Police said in the statement that Irish was taken to a hospital in stable condition and that the investigation remains ongoing.

According to the NYPD statement, the Office of the Chief Medical Examiner determined Williams died from a gunshot wound to the head and declared her death a homicide.

While police have not charged Irish with murder, they said they have executed a search warrant at his apartment, where they suspect Williams was killed, according to ABC 7. The outlet also reported that Irish has been in and out of prison, noting he has 21 prior arrests.

According to the New York Daily News, police said Irish’s criminal history dates back to as early as 1985 on crimes including robbery, assault, arson and drug possession.

It’s unclear if Irish has entered a plea to the current charge of concealment of a human corpse or retained an attorney to speak on his behalf. Police have not detailed whether Irish and Williams knew each other.

“He just threw my baby out like garbage,” the victim’s mother, Nicole Williams, told the Daily News. “This is evil. It’s so evil.”

As of Wednesday, July 10, the victim’s loved ones have raised nearly $10,000 on a GoFundMe campaign created to help offset funeral expenses.
