Low: Better, faster and perhaps cheaper ministers?

Workers' Party chief Low Thia Khiang and Labour chief Lim Swee Say from People's Action Party (PAP) locked horns during the final day of the 12th Parliament's first meeting on Friday.

As the last speaker to speak from the opposition bench, Low -- the MP for Aljunied GRC -- took aim at Minister Lim Swee Say’s oft-repeated slogan of “cheaper, better, faster” and said that  “perhaps we will start to see better, faster ministers at work and perhaps cheaper (ones) after the ministerial salary review is completed”.

He also urged the government to ask itself why Singaporeans commonly perceived the government to be "more concerned with paying its ministers well than about the welfare of the people."

In reply, Lim – who is the Minister in the Prime Minister’s Office as well as chief of the NTUC labour movement —said that his “cheaper, better, faster” slogan was referring to products and services and that comparisons were unfair.

“There’s a fundamental difference,” he said in his speech. “What the NTUC and the tripartite partners and pursuing are cheaper, better, faster products and services, and a cheaper, better, faster economy, not a cheaper, better, faster workforce.”

The East Coast GRC MP also said he was at a loss for words when Low said he felt that ministers served out of self-interest, accusing opposition MPs of taking credit for "the good things" that the government has done since the May General Election by saying that the presence of opposition MPs have brought about policy changes.

Separately, Low also urged the People’s Action Party to refrain from using “doom and gloom” scenarios when debating health care and welfare policy trade-offs.

“I urge the PAP to step out of the shadow of doom and gloom of certain pitfalls of Western liberal democracy and work towards a First World Parliament in our own way,” he said.

Low was defending Non-Constituency MPs Gerald Giam and Yee Jenn Jong's earlier calls for the government to spend on affordable and adequate health care, housing and retirement financing.

Both NMPs were then reminded by Minister of State for Trade and Industry and National Development, Lee Yi Shyan, of the pitfalls of a welfare state, citing the example of a debt-ridden Greece and its welfare system.

In rebuttal, Low said "it is high time the PAP MPs refrain from using this as a red herring to kill debate on alternative solutions and mechanisms to those proposed by the government."

Low added that the government had used the term "policy trade-offs" to defend decisions that benefited them instead of the people. Low gave the example of the decision to build the integrated resorts with casinos and the government "highlighted the benefits to our society over the related gaming and social ills -- never mind the trade-offs," said Low.

Low however did commend the PAP for its "resilience in response to ground reaction" and added that it was not the opposition MPs, but rather the voters that should really claim the credit for recent changes as they had voted more opposition in and that the result is that the PAP takes a serious look at what is happening.

Both Lim and Low also eventually agreed that national interest would remain above their own partisan ones.

if the above is factual, I challenge Straits Times to make it public and transparent.
if LSS worried that S'pore become welfare state, why are the taxpayer subsidise 100% ministers & spouse medical needs when they in fact do not need to be subsidised?

Everything can be cheaper but not the payout of the ministers salary.

Not only that he was elected as Union chief by the government and not the workers.

To the PAP, the Hokkien saying which goes like this "Ai Pi, Ai Ho, Ai Kin" (cheap, good and fast) is always on their mind. That's the reason why there are so many foreign workers in Singapore simply because they are Pi (cheap) at the expense of Sinagporeans.
Mr Low Thia Kiang rightly pointed out PAP Ministers served out of self-interest without caring a damn and compassion for the avearge Singporeans. A very good example is MBT raising the price of HDB flats beyond the reach of most Singaporeans. What MBT did was very cruel, he was just out to make money for the Government hoping that he will remain in his post for as long as possible. Unfortunately, as the saying goes "Human proposes, Heaven disposes" or in Mandarin, we say "ren suan pu lu tian suan". Heaven stepped in and remove him before more Singaporeans will suffer at his hands.

I think the best is to telecast Parliament Live or delay so everyone can see and hear what they say. Any body support this idea???

Singapore is not welfare state; but citizens are taxed at welfare state rates. petrol tax about Sing60-80 cents per litre.. yet citizens pay more than world market rates for COE, bus & MRT fares. landed housing is cheaper in Las Vegas, Nevada or Stockton, CA than new launch 3 room HDB flat

There was no contest as to who won the debate. LTK was speaking the truth and the truth always win in the end. LSS was just giving lame excuses to defend the PAP Government's indefensible position. Actually, all the WP MPs and NMPs gave a very good account of themselves with pertinent and thought-provoking speeches... which unfortunately were not well reported by our 154th press. Read their speeches in full at the WP website... you will be impressed.

Only when you are poor then you will and got to work faster and better. Those Ministers are damn rich,so no way they can move faster and better!
I always remember a well-know saying from LSS: "Every month when i look at CPF money,WOW...I feel so RICH!"

Low is humble but he is right: " Credit for recent changes should go to voters as they voted in more oppositions " Equal credits to WP really for putting up candidates of substance. Much credit to the some senior Cabinet Ministers for their many idiotic policies, and their Extreme Arrogance which surely have pushed many voters away from them. The biggest credit: I thank God that He loves Singapore enough to correct mortals' greed, pride and follies.

Indeed LTK has turn out to be a formidable MP and debater in Parliament. Didn't know he was THAT good!! After this, the other PAP MPs and even Ministers will be extremely wary about debating with him in case they come out short and look like lame ducks. Pritam Singh is another WP MP to watch. He made Minister Shanmugam looks weak in their recent clash in Parliament.

This is what PAP is famous at oppose oppose oppose at oppositions. They are trying to show people that the oppositions are useless and brainless. They still think they are in LKY era where oppositions are always look down by them...just ask Chiam See Thong Choo See Juan and late JB Jeyaratnam. To them oppositions and peoples like us are just small noises but they forget the small noises are now 40% noisy....and more noises are to come in 2016. Just beware of your disgrace downfall cause we will be watching you.

LTK can now rightly claim to be the leader of the opposition in Parliament. He has grown more articulate and his points are very pertinent, concise, and very constructive. This will augur well for the growth of parliamentary debates and the growing up of our political process here, provided LHL keeps to his word on "opening up" to a more transparent and accountable system of government. If he indeed does that as the passing of time would show, then LHL must be commended for this move, because no political system can mature under a tight fisted government policy barrier.
