Despatch rider who twice climbed over parapets to film residents showering jailed 9 weeks

SINGAPORE — A 27-year-old despatch rider twice climbed onto ledges of parapets outside unknown residents’ homes to record videos of women showering, a court heard.

Mohamed Noor Hakim Mohamed Jamal also peeped at a woman who was undressing in her bedroom from along the corridor outside her home.

At the State Courts on Monday (11 November), Hakim was jailed for nine weeks after he pleaded guilty to three counts of insulting the modesty of a woman.

Climbed onto ledge

On 29 August 2017, Hakim was playing with his nieces at a playground at a housing estate when he saw the lights switched on in a toilet and got an urge to peep.

At about 10.10pm, he climbed onto the ledge of the parapet outside the toilet, and saw a woman inside. He used his phone to record a video of the 23-year-old victim, before returning to the playground. He later deleted the recording out of fear of being caught.

A resident of a nearby unit saw what Hakim did and called the police.

Peeped into home repeatedly

On 6 November last year, at about 11.30pm, a 22-year-old woman who was undressing in her bedroom saw Hakim standing along the corridor outside her ninth-floor unit and looking at her. She told her brother-in-law about the peeping tom, but Hakim fled.

The victim’s family adjusted their closed circuit television (CCTV) to overlook the spot where Hakim had been standing. Four days later, the culprit tried to sneak another peek. Hakim returned at around 12.50am, 5.15pm and 11.45pm. The police were called and Hakim was arrested.

Still, Hakim was undeterred. A year later, on 7 August, he filmed an 18-year-old victim showering.

Climbed parapet again

Hakim was cycling to his sister’s home when he passed by a unit where he knew a young woman lived. He had broken into the victim’s home in 2017 and seen the victim.

The peeping tom parked his bicycle a few blocks away and carefully made his way to the unit while trying to avoid police cameras along the way.

At about 9.10pm, he stood on the parapet outside the toilet window and extended his hand through the ajar toilet window to record the victim in the shower.

The victim saw Hakim’s hand and phone and screamed. Hakim fled and later deleted the recording.

The maximum punishment for a charge of insulting the modesty of a woman is up to one year in jail and a fine.
