How the DOJ got secret phone scanning technology
The Wall Street Journal reported that the Central Intelligence Agency gave the Justice Department phone scanning technology that is used to track criminal suspects. The technology can locate specific phones in the U.S. using a flying device that works like a cellphone tower.
Some critics say the tactics are too similar to the ones the CIA uses abroad in tracking suspected terrorists. Others are concerned that it's an encroachment on the civil liberties of Americans, and a violation of their privacy.

The CIA is not allowed to conduct most types of domestic operations, however officials at both agencies told the WSJ that their collaboration did not break any rules.
The cooperation on this front began about a decade ago, according to the report, and more than $100 million was used to finance the technology.
